Assignment Description: The European Bank for Reconstruction and Development (EBRD or the Bank) intends to engage a technical consultant to provide the services of Lender's Engineer (LE or the Consultant) for the project of the construction of a new CCGT CHP unit at the facilities of EL-TO heat and power generation plant in Zagreb (the Project). The plant consists of three high pressure steam boilers (K6, K8, K9), two steam turbines (TA 12, TA 30), two gas turbines (TG1 and TG2) with heat recovery steam generators (HRSG) for process steam generation, two hot-water heaters, a peak-load steam boiler (K7) for process steam generation and two hot water boilers (WK3 and WK4).

The new high efficiency CCGT CHP unit will be on a 2-2-1 configuration with total capacity around 150 MWe and 120 MWth. The steam turbine will be back pressure type in order to maximise overall cogeneration efficiency to nearly 90%.

The purpose of assignment is for the Consultant to perform all the necessary technical services as the Lender's Engineer that will act on behalf of the Bank for the Project, from the time of signing until the successful commissioning of the new CCGT CHP which is expected by the end of June 2021. The main objectives are to:

  • review and comment on the main technical documentation, engineering studies and drawings for the Project, including the completed studies and the ones under preparation by the EPC contractor, the Owner's Engineer and Company and ensure these are in line with international best practices and comply with the project requirements;
  • review and comment on the EPC, the LTSA and any other necessary contracts for construction works and services and confirm that they are in line with prudent industry practices and comply with EBRD's requirements and the Loan Agreement;
  • monitor the Project implementation on the Bank's behalf, including inspection and verification of the Project costs and physical progress and opine on whether good practices are maintained during construction process, including Environmental, Health and Safety;
  • review and confirm that the EPC and other contractors are performing as per the construction contracts;
  • review and confirm that all necessary works for the Project are being implemented as per the Loan Agreement, including the Project Implementation Plan (PIP) and the Environmental and Social Action Plan (ESAP) and sign off on all disbursements under the Loan Agreement;
  • review and comment on the project management and owner’s engineering supervision arrangements for the works and services for the Project; and
  • confirm the completion of the Project to the Bank.

The LE will utilise existing engineering and other technical studies, the regular reports of the Company to the Bank and other data and information that the Bank, the EPC contractor or the Company and the Project Implementation Unit (PIU) will provide and will perform the assignment via written questionnaires and at least five site visits at the project site.

Status of Selection Process: Interested firms or groups of firms are hereby invited to submit expressions of interest.

Assignment Start Date and Duration: The Assignment is expected to start in November 2017 and has an estimated overall duration of 42 months.

Cost Estimate for the Assignment: EUR 300,000 (exclusive of VAT). Subject to the specific needs of the Bank, availability of funding, the Consultant's performance the Assignment may be extended beyond the current scope.

The Consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the special status of the Bank as an IFI and state this to the Bank in their response to the Invitation for Expressions of Interest. To the extent that a Consultant incurs input VAT on goods and services purchased in connection with the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense.

Funding Source: The assignment will be funded from the EBRD's own resources.

Eligibility: There are no eligibility restrictions.

Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms with experience in design, planning, construction and construction monitoring on behalf of lenders of similar projects. The Consultant is also expected to have some experience in Croatia and/or the Western Balkans region.

The Consultant's team should include the following experts:

  • A Team Leader who will be responsible for coordinating the tasks and activities and liaising with the EBRD and the Company. The Team Leader will be an engineer with at least 10 years professional experience in the engineering design and construction of similar size and configuration CCGT CHP units. A Senior Project Engineer with minimum 10 years' experience in the engineering design and construction of similar size and configuration CCGT CHP units.
  • A Senior Project Engineer with minimum 10 years' experience in similar assignments and very good knowledge of current market and key issues of EPC and LTSA contracts of similar projects.
  • Other experts, such as process, mechanical, electrical, civil and environment engineers with minimum 5 years' experience in design and operation of the main and auxiliary systems of CCGT and CHP units.

Submission Requirements: In order to determine the capability and experience of Consultants seeking to be selected for this Assignment, the information submitted should include the following:

  1. Company profile, organisation and staffing (max. 2-4 pages);
  2. Details of previous project experience or similar assignments undertaken in the previous five years, including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided (if different from duration) , main activities, objectives;
  3. CVs of key experts who could be available to work on the Assignment;
  4. Completed Consultant Declaration and Contact Sheet, the template for which is available from the following web-link:

The above information should not exceed 20 pages excluding CVs and Consultant Declaration and Contact Sheet.

The complete expression of interest (including CVs and Contact Sheet) shall be one file (pdf or Word), not exceeding 4MB, to be uploaded to eSelection. The EBRD reserves the right to reject applications of firms submitting more than one file. Only if the permissible file size is exceeded, the Consultant may split the expression of interest into further files.
