USAID/GHANA EDUCATION PROGRAM PERFORMANCE MONITORING AND REPORTING (PMR)

The U.S. Agency for International Development Mission to Ghana (USAID/Ghana) intends to seek proposals from qualified organizations that are interested in providing services to develop and implement a comprehensive and integrated performance measurement, monitoring and results reporting system for USAID’s education activities in Ghana. The Performance Monitoring and Reporting (PMR) system shall be comprised of components that will enable the USAID/Ghana Mission to fulfill its performance measurement, reporting and dissemination requirements as mandated in the Automated Directives System (ADS) and other Agency requirements including Operational Plan and Performance Reporting documentation. Based on need, the Contractor shall also assist the Mission on reporting on ad-hoc requests required by USAID/Washington, USAID/Ghana, the Ghana Ministry of Education (MOE) and the Ghana Education Service (GES).

The intended specific result of the PMR activity is to ensure the provision of timely, reliable and valid data to support performance reporting and dissemination of information on the Mission’s education assistance strategy in Ghana.

USAID plans to award a cost plus fixed fee, completion type contract for a total period of one year with option to extend for two additional years. Offerors must propose costs that they believe are realistic and reasonable for the work. Cost proposals will be evaluated as part of a best value determination for contract award, including cost effective approaches to achieving the results.

This is a full and open competition, under which any type of organization (US or non-US, large or small commercial [for profit] firms, educational institutions, and non-profit organizations) is eligible to compete. The procedures set forth in FAR Part 15 shall apply.

Offerors are advised that this procurement is subject to the availability of funds. This pre-solicitation notice in no way obligates USAID to award a contract, nor does it commit USAID to pay any cost incurred in the preparation and submission of the proposal. Furthermore, the Government reserves the right to reject any and all offers, if such action is considered to be in the best interest of the Government.

All information required for the submission of an offer will be contained in the electronic RFP package that will be posted at www.fedbizopps.gov, no less than 15 days after this notice. Interested parties are advised to periodically monitor the above website for updates concerning this procurement. Telephonic requests or inquiries will not be taken. Responses to this RFP will be due approximately 30 days after release of the formal solicitation.
