REQUEST FOR EXPRESSION OF INTEREST

CONSULTANCY SERVICE: PREPARATION OF MASTER PLANS FOR 20     ULBs

The Government of India has received financing from the World Bank toward the cost of the Telangana Municipal Development Project [TMDP], and intends to apply part of the proceeds for consulting services. 

The Consulting Services (“the Services”) include consultancy for the following assignment:

Consultancy for “Preparation of Master Plan for 20 ULBs under Telangana Municipal Development Project [TMDP]”.The implementation period is seven months.

The Commissioner and Director of Municipal Administration, MA&UD Department, Govt. of Telangana, Hyderabad invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Service.

The short listing criteria are: 

The firm should have at least 10 years standing in the field of similar consultancy and an average annual turnover of Rs.5.00 Crores in the last three years. The firm should have  master plan preparation experience during the last 5 years of an Urban areas. Relevant experience evidence of the lead firm shall   be submitted with EOI.

The attention of interested consultants is drawn to paragraph 1.9 of the World Bank’s

Guidelines: selection and employment of consultants under IBRD loans and IDA Credits &

Grants by WORLD BANK Borrowers, January 2011 revised July 2014 (“consultant guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub Consultancy to enhance their qualifications. In case any firm wishes to associate with another firm, it should inform in their Expression of Interest about the nature of association whether as joint venture or as sub-consultant in their EOI.

A consultant will be selected in accordance with the Quality & Cost Based Selection (QCBS) “method set out in the World Bank’s guidelines” Selection and Employment of Consultants by World Bank Borrowers, January 2011, revised July 2014”.
