INVITATION FOR BIDS (IFB)

NATIONAL COMPETITIVE BIDDING

BID NO: WB/DMD/NCRMP/02/2017-18/P2    DATED: 24.08.17 

1. The Government of India has received financing from the World Bank towards the cost of National Cyclone Risk Mitigation Project (NCRMP), Phase II. It is intended that part of the proceeds of this credit will be applied to eligible payments under the contract for “Construction Of 11 KV & LT Underground Power Cable Distribution Network Replacing Existing 11 KV & LT Over Head Line including  Augmentation of Existing 11/0.4 KV Distribution Transformer at Digha-Sankarpur Area, Purba-Midnapore, West Bengal Under NCRMP– II’’.
2. The Project Director, SPIU, NCRMP-II, Disaster Management& Civil Defence Department, West Bengal, in consultation with the West Bengal Distribution Company Limited (Implementing Agency) invites the item rate bids through electronic tendering system, for construction and completion of “Construction of 11 KV & LT Underground Power Cable Distribution Network Replacing Existing 11 KV & LT Over Head Line including  Augmentation of Existing 11/0.4 KV Distribution Transformer at Digha-Sankarpur Area, Purba-Midnapore, West Bengal Under NCRMP-IIon turnkey basis’’. National Competitive (NCB) will be conducted in accordance with the Bank’s “Single-Stage” Bidding Procedure.
3. Bidding documents may be downloaded free of cost from the e-tendering portal www.wbtenders.gov.in. from 24.08.17.  Interested bidders may obtain further information at the same address.  A complete set of bidding documents will be available in the e-tendering portal only and request for bid documents by mail/courier/speed post will not be entertained. The Implementing Agency (WBSEDCL &Dept. of Disaster Management& Civil Defence) will not be held responsible for such requests, if any, in the delivery of the documents or non-receipt of the same. The bidder would be responsible for ensuring that any addenda available on the e-tendering website is also downloaded and incorporated.
4. The provisions in the Instruction to Bidders and in the General Conditions of Contract are the provisions of the Bank Standard Bidding Documents: Procurement of Plant/ Material & Equipment, Design, Supply, Installation and Commissioning.
5. Bids must be submitted online in the e-tender portal www.wbtenders.gov.in on or before 14-30 hours  on 23.09.17

Both Technical bid and Financial Bid are to be submitted concurrently in two separate envelopes on line.

 Bid (technical part) will be publicly opened on 25.09.17 at 16-30 hours, in the presence of the bidders designated representatives who wish to attend.  If the office happens to be closed on the date of opening of the bids as specified, the bids will be opened on the next working day at the same time and venue. Late Bids will be rejected. Electronic bidding is the only method of submission of bids and the submission procedures are given in BDS for ITB Clause 22.1.

1. The Bid security should be deposited in the form of Bank Guarantee of a Nationalized Bank.
2. The bidders are required to submit (a) original bid security in approved  form  and (b) original  affidavit  regarding  correctness  of  information furnished with bid document as per provisions of ITB to the Office of the  Project Director, SPIU, NCRMP II DISASTER MANAGEMENT DEPARTMENT, GOVT. OF WEST BENGAL TRAN BHAVAN, 5th FLOOR 87A, S. N. BANERJEE ROAD, KOLKATA-700 014 on  a  date not  later  than  two working days after the date of bid submission, either by registered post or by hand, failing which the bids will be declared non-responsive.
3. A pre-bid meeting will be held on 06.09.17 at 14.30 hrs. at the Office of Chief Engineer, WBSEDCL, 1st Floor D Block, Bidyut Bhawan, Block- DJ, Salt Lake, Kol-700091 to clarify the issues and to answer questions on any matter that may be raised at that stage as stated in ‘Instructions to Bidders’ of the bidding document.
