Islamic Republic of Afghanistan (the “Recipient”) has been allocated grant funds (the “Grant”) from the International Development Association, World Bank (the “Bank”) towards the cost of Herat Electrification Project (HEP), and the rest of other World Bank funded projects.

DABS is intend to recruit an individual  International Transmission Line Engineer to help Working Group of World Bank Funded Projects established by DABS in executing all its projects, the main objective of this assignment is to assist the World Bank funded project Working Group to:

Objective of the assignment:

DABS is intend to recruit an individual International Transmission Line Engineer to help Working Group of World Bank Funded Projects established by DABS. A key role of the consultant is to provide engineering and managerial service to executing agency, Da Afghanistan Breshna Sherkat (DABS), and the World Bank PIU for reviewing of design’s documents and submittals submitted by Contractors.

  1. Scope of the Services:
  • Review and approval of design, drawings, calculations, specifications and adopted standards of transmission lines submitted by contractors;
  • Addressing and analysis of weak points in design of ongoing transmission line project and instruct the contractor to full fill the shortcomings as per applicable standards stipulated in the contract;
  • Review existing studies and update preliminary cost estimates, list of materials, equipment, and work necessary to implement the project based on the detail design by the Contractor;
  • Preparation of technical specification and engineering desing for transmission line materials and construction work;
  • Identify the cost effective transmission line routes and design;
  • Ensure that the works design and technology used are appropriate and as per the latest standards;
  • Supervise tests on completion, pre-commissioning and commissioning procedures; provided commissioning assistance; and monitor rectification of detail and outstanding works;
  • Reviewing of Contractor’s design, vendor and plant document submittals and perform shop inspections;
  • Confirm in liaison with Civil Engineer, that design packages comply with applicable transmission engineering design standards and all safety codes;
  • Certify volume of works completed, certifying payment against completed supplies and works; and review Contractors’ claims for additional work and costs.
  • Assist in developing a comprehensive project work program and implementation schedule.
  • Monitor project's activities progress against plan, report on progress, and propose remedial measures as necessary.
  • Assist in developing and maintaining a project quality assurance plan, and monitor and ensure contractor’s designs and works are executed in line with the plan and project requirements.
  • Provide input on the field of responsibility to inception, interim, draft and other project reports.
  1. Minimum Job Requirements

The International Transmission Line Engineer should have Bachelor Degree in Electrical engineering preferably master degree and with at least 10 years of relevant professional experience in power sector including design and construction of 110 kV or higher voltage transmission lines. Experience in Afghanistan and other post conflict environments are desirable.

  1. Administrative Framework

The contract will be between the International Transmission Line Engineer and DABS. He/she will be directly accountable to Director of World Bank funded projects. S/he will initially sign a 12 months contract with possibility of extension based on satisfactory performance. S/he will be located within World Bank Projects PIU Office in Kabul.

  1. Logistical Arrangements and Contracting 

The contract will be a time-based payment contract. The consultant will have12 month full time contract with a provision of 2.5 working days paid leave every month. She/he shall be reimbursed for actual cost of his VISA & Work Permit and Per Diem for his hotel accommodation, food, laundry and incidental expenses while in Afghanistan along with one economy class air return ticket each mission. He has to obtain necessary insurances at his own cost. 

The attention of interested Consultants is drawn to paragraph 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, Procurment In investment Projects Financing, Goods, Works, Non-Consulting and Consulting Services July 2016, setting forth the World Bank’s policy on conflict of interest.  In addition, please refer to the following information on conflict of interest related to this assignment as per paragraph 3.16 and 3.17 of World Bank’s Procurement Regulations for IPF Borrowers available at www.worldbank.org/.
