The Government of Sierra Leone (GoSL) has received funds from World Bank through the Ministry of Health and Sanitation (REDISSE Project), and intends to apply part of the proceeds of this fund for eligible payment under the contract for consulting services Consultancy to Haier Technical Assistance for the Establishment of a Centralised Electronic Laboratory Supply Chain and Inventory Management System for Animal and Human Health for the Distribution of Reagents and Supplies
- The objective of the Assignment
The main objective of this activity is to establish a centralized electronic laboratory supply chain and inventory management system for animal and human health, for the distribution of reagents and supplies
3.0 Brief Description and Tasks to be performed by Consultant
The Consultant will be expected to perform the following task:
- Conduct needs assessment for both human and animal supply chain and inventory management system in both District and Regional laboratories - unit cost includes all associated costs.
- Meeting to develop supply list, specification, quantification, and identification of vendors, M&E plan - unit cost includes all associated costs.
4.0 Expected outputs
- To develop SOP for supply chain and inventory management.
- To develop a supply chain and inventory tracking tool.
- To develop a Monitoring & Evaluation tool.
5.0 Duration of the Assignment is One Calendar Months
The Integrated Health Projects Administration Unit (IHPAU) through the Ministry of Health and Sanitation, now invites eligible Consultants Firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The Individual Consultant for this assignment should have:
- An advanced university degree in medical laboratory sciences, public health, laboratory logistics, and inventory management or any related field (MPH or PHD).
- Seven years or more experience in supply chain and inventory management systems.
- Proven experience in the development of supply list, specification, quantification, and M&E planning.
- Understanding of the current laboratory logistics and inventory management systems globally.
- Fluency in written and spoken English
- Strong. writing and presentation skills
6.0 Selection Criteria
The shortlisting criteria are:
- Individual Experience relevant to the Assignment - 40 points
- Competency/Qualification of the Firm relevant to the Assignment – 60 points
This REOI will lead to the preparation of Shortlist of Consultants
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IDA Grants by World Bank Borrowers, (January 2011). (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
The Individual Consultant will be selected in accordance with the Individual Consultant (IC) method set out in the Consultant Guidelines
