This is a Request for Information (RFI)/Sources Sought Notice (SSN) ("Notice") issued by the U.S. Agency for International Development/Philippines for conducting market research. This notice is issued to identify potential sources capable of providing support services and solicit advice, knowledge, and best practices from organizations interested in participating in USAID's technical assistance for Papua New Guinea's (PNG) energy sector. 

The purpose of this exchange in information is to improve the understanding of Government requirements and industry capabilities; thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements, and enhancing the Government's ability to obtain quality supplies and services, at reasonable prices, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. USAID is also looking for innovation and realize this is a shared responsibility.

In accordance with FAR 15.201(e), responses to this notice are NOT offers and CANNOT be accepted by the Government to form a binding contract. Responses to this notice are strictly voluntary and USAID will NOT pay respondents for information provided in response to this notice. Responses to this notice will NOT be returned and respondents will NOT be notified of the results of the review. If a solicitation is issued, it will be announced on the Federal Business Opportunities website: http://www.fbo.gov at a later date, and all interested parties must respond to that solicitation announcement separately. This notice does NOT restrict the Government's acquisition approach on a future solicitation.

GENERAL INSTRUCTIONS
USAID welcomes all segments of the public (in the U.S. and abroad) to reply to this notice. All responses to this notice must be submitted via email on the date and time above to Ester Pura epura@usaid.gov.
Responders must provide one (1) electronic copy of their response in Microsoft Word format as a single email attachment. All pages must be numbered consecutively beginning with Page 1. Responses must not exceed seven (7) pages typed, 12-point Times New Roman font, single spaced with one inch margins on the electronic equivalent of 8.5 x 11 inch paper. The page count includes one cover page, a maximum of five pages for the technical section, and one optional page for questions to USAID.

CONTENT INSTRUCTIONS
All responses must include the following information on the first page (the cover page):
• Organization name and address;
• Organization point of contact name, DUNS number, telephone number, and email address;
• Sector, e.g., public, private, academic, NGO, philanthropy, etc.;
• Socioeconomic status, e.g., small business, woman-owned, veteran-owned, etc.;
• Primary field(s) of work, e.g., agriculture, food security, climatology, data and information management, research, GIS, nutrition, etc.;
• Geographic presence, e.g., countries in which your organization is currently working, also noting the countries in which your organization is legally and formally registered;
• North American Industry Classification System (NAICS) code
In the subsequent pages, responders may provide feedback and comments on the attachment. We are contemplating a Statement of Objectives where potential offerors will create the Performance Work Statement for any resulting contract.
