Description
The purpose of this Request for Proposal (RFP) is to establish Supply Agreements (SAs), in accordance with the Terms and Conditions of the Advance Market Commitment (AMC[1]), with AMC-Registered Manufacturers for the sustainable supply of AMC-Eligible Pneumococcal Conjugate Vaccines (PCV) that meet the requirements of eligible countries[2] as specified in the Target Product Profile (TPP)[3].
The SAs should contribute to ensuring sufficient supply of PCV to meet country demand, with an annual supply commitment quantity of up to 10 mio. doses from 2020 based on the Gavi Strategic Demand Scenarios (SDS)[4], taking into consideration supply contracted under existing SAs. The SAs will cover a minimum of 10 years, with the aim to minimize costs of vaccines to Gavi and countries.
As a result of this RFP, UNICEF will work with eligible manufacturers to establish one or more SAs that best meet the requirements of both parties, ensuring that the objectives of the AMC and the procurement objectives are best met. The SA(s) will provide the basis upon which purchase orders are issued for specific vaccine deliveries throughout the period.

[2] In June 2010, the GAVI Board approved that all GAVI-eligible countries as per the 2003 definition continue to have access to pneumococcal vaccines under the terms and conditions of the AMC. This means that 73 countries which had a GNI at or below $1,000 in 2003 can have access through UNICEF.
