1. Background


The United States of America, acting through the Millennium Challenge Corporation (“MCC”) and the Government of Liberia (the “Government” or “GOL”) have entered into a Millennium Challenge Compact dated October 2, 2015 to help facilitate poverty reduction through economic growth in Liberia (the “Compact”) in the amount not to exceed Two Hundred Fifty-Six Million Seven Hundred Twenty-Six Thousand United States Dollars (US$256,726,000) (“MCC Funding”). Liberia’s Compact entered into force on January 20, 2016.

The goal of the Compact is to reduce poverty through economic growth. Specifically, the Compact seeks to address two binding constraints to economic growth currently existing in Liberia:


a) lack of access to reliable and affordable electricity, and


b) inadequate road infrastructure.

2. Summary of Scope of Work


Each implementation unit of the MCC Program is responsible for reporting data on the indicators set out in the Monitoring and Evaluation Plan (M&E Plan). The goal of the Data Quality Review (DQR) is to ensure the quality and accuracy of monitoring data and results reported from the Compact. The objective of the DQR is to review the quality of data that will be collected for the Liberia M&E Plan, that is reported through the MCC website, to highlight any critical weaknesses that affect the validity of the data, and to recommend concrete and feasible actions that will improve the quality of future data gathering and reporting efforts of the Liberia M&E plan.


The Consultant will be required to review the Compact indicators and data collection methodologies with a view to provide MCA-Liberia and its Implementing Entities (IEs) with recommendations on how to improve the quality of data used as part of the M&E Plan management. As part of the DQR, it is expected that the Consultant will spend time at the data collection processing and reporting sites required for the M&E Plan indicators. The Consultant may be availed a team member from MCA-Liberia that will accompany the Consultant’s team to all activities being proposed in their statement of work in order to ensure hands-on training and institutionalization of the data review process.

3. Indicative Tasks


The Scope of Work includes the following tasks:


• TASK 1: Inception Phase


• TASK 2: Data Quality Review Phase


• TASK 3: Indicator Tracking Table (ITT) Review Report


• TASK 4: Review of ACMS - OPTIONAL

4. Purpose of this Request for Information


MCA-Liberia invites eligible consultants, with qualified key personnel, to express their interest in being placed on our mailing list to receive the Request for Proposals when it is available.

The required experience and qualifications of the firm and their respective key staff are the following:


The Consulting firm shall have:


• Successful experience as the prime consultant or data quality reviewer in the execution of at least 2 projects of a similar nature and complexity during the last 5 years;


• 5 years’ experience in Data Quality Reviews/Assessments


• Experience in West Africa

The Key Professional Personnel will meet the following requirements:


• Team Leader


Qualifications and skills: A minimum qualification of a Master’s Degree in Economics and/or Statistics, or related field.


General professional experience: At least fifteen (15) years of general experience in collecting and analyzing data. At least ten (10) years of experience with similar assignments.


Specific professional experience: Experience in performance monitoring issues and/or data quality audits of at least three (3) similar projects, preferably in the Energy and Roads sectors and in developing countries. At least five (5) years of experience in managing large and multi-sector development projects. Experience working in West Africa or other developing countries. Fluency in PowerPoint and experience using it to present to stakeholders. Computer literate.

• Monitoring and Evaluation Expert


Qualifications and Skills: A minimum of a Master’s degree in Monitoring and Evaluation, Economics, Statistics, Civil Engineering, Electrical Engineering, or its equivalent.


General professional experience: Strong quantitative data collection and analytical skills especially for routine data. At least seven (7) years of general experience in analyzing energy and roads sector data, including experience with indicators relating to energy and roads sector performance used in the Compact. Experience conducting Data Quality Reviews.


Specific professional experience: At least five (5) years of experience in designing and using data gathering tools for energy or transportation sector performance monitoring. Experience in implementation of at least two (2) similar projects in energy, transportation, or related sector, preferably in developing countries. Experience working in West Africa or other developing countries. Computer literate especially in the use of spreadsheets.

• Energy Sector Expert


Qualifications and Skills: A minimum of a Master’s degree in Electrical Engineering.


General professional experience: Strong quantitative data collection and analytical skills especially in the energy sector. At least seven (7) years of general experience in analyzing energy sector data, including experience with indicators relating to energy sector performance used in the Compact. Extensive experience and/or familiarity with local and international Electrical utility standards, performance monitoring, benchmarking and energy sector institutions and policies.


Specific professional experience: At least five (5) years of experience in designing and using data gathering tools for energy sector performance monitoring. Experience in implementation of at least two (2) similar projects in energy sector or related sector, preferably in developing countries. Experience working in West Africa or other developing countries. Computer literate especially in the use of spreadsheets.

• Roads Sector Expert


Qualifications and Skills: A minimum of a Master’s degree in Civil Engineering.


General professional experience: Strong quantitative data collection and analytical skills especially in the transportation and roads sector. At least seven (7) years of general experience in analyzing transportation and roads data, including experience with indicators relating to transportation and roads sector performance used in the Compact. Extensive experience and/or familiarity with local and international Public Works standards, performance monitoring, benchmarking and transportation sector institutions and policies. Specific professional experience: At least five (5) years of experience in designing and using data gathering tools for transportation and roads sector performance monitoring. Experience in implementation of at least two (2) similar projects in transportation or related sector, preferably in developing countries. Experience working in West Africa or other developing countries. Computer literate especially in the use of spreadsheets.

All Key Professional Personnel are expected to be fluent in written and spoken English during Contract performance and all reports are expected to be written in English. Additional staff and staffing requirements (Non Key Personnel) should be proposed by the Consultant as necessary and based on the Consultant’s proposed methodology and approach to the assignment.

5. This request is only to obtain information on the capability and interest of local, regional and international contractors to undertake the Data Quality Review. Based on the information received, MCA-Liberia will assess the capacity of the market to respond to the proposed procurement and subsequently release a request for proposals in May 2020.

6. In response to this RFI, Consultants are requested to indicate whether they are interested in the assignment and identify any foreseen constraints which could impede the implementation of the Data Quality Review given the COVID-19 pandemic.

7. IMPORTANT!


This is not a Request for Proposals. MCA-Liberia is not hereby requesting the submission of proposals in response to this Request for Information (RFI). The purpose of this RFI is to obtain information from interested consultants to assess market interest and capacity to undertake the Data Quality Review.

This RFI does not obligate MCA-Liberia to release the Specific Procurement Notice or award a contract, nor does it commit MCA-Liberia to pay for any costs incurred in response to this RFI.
