Title: Feed the Future Bangladesh Agricultural Infrastructure Development Activity

The United States Agency for International Development (USAID/Bangladesh) is in the process of designing a new stand-alone activity to rehabilitate union- and village-level earthen roads, drainage and irrigation systems, and construct agricultural market centers and collection centers, and build the capacity of the Local Government Engineering Department (LGED) for strategic planning, procurement, construction oversight, and operations and maintenance. The Goal of this Activity is “Increased availability of quality agricultural produce for domestic, regional and international markets.”
This Request for Information (RFI) intends to provide public information to parties interested in USAID’s support in the sector, as well as to collect any information and suggestions about USAID's planned programming. Information collected is intended to help the Mission finalize the Activity design as well as the attached draft Statement of Work (SOW). The contract has a rough order of magnitude of between $8 and $10 million.
Requested Action:
USAID is seeking any feedback on the attached SOW for the Feed the Future Bangladesh Agricultural Infrastructure Development Activity.
Please note USAID is not seeking technical or cost proposals at this time. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI are voluntary and USAID will not pay respondents for any information provided in response to this RFI. If a future solicitation is issued, it will be announced on the website beta.sam.gov at a later date.
Specific Questions USAID/Bangladesh is interested in gathering inputs on include:
What additional information, if any, would you recommend be included in the final SOW that will be useful for prospective offerors in deciding to complete or in preparing the proposals?
What information should be included in the final SOW that will be useful for prospective offerors regarding site selection decisions?
If USAID were to consider combining site selection, site specific A-E designs, construction, and related capacity building to the LGED and other local authorities under a single award, are there entities capable of performing this full scope of work?
Respondents may also include self/organization information including capabilities and past experiences working on agricultural infrastructure, building host government capacity in these subject areas, and experience working with other stakeholders.
