Assignment Title: Consulting services for the update of Urban Water Supply Master Plan for Greater Kumasi Metropolitan Area (GKMA) including the preparation of a calibrated Hydraulic Network Model and Integrated Water Distribution Network

The Government of the Republic of Ghana has received financing from the World Bank toward the cost of the Greater Accra Metropolitan Area (GAMA) Sanitation and Water Project – Additional Financing (AF), and intends to apply part of the proceeds for consulting services.

 

The consulting services (“the Services”) include;

 

  1. Preparation of a Water Supply Master Plan over three planning horizons (Short, Medium and Long term, spanning respectively, 2021 – 2024, 2023 – 2035 and 2034 – 2045), including the preparation of a calibrated hydraulic network model for the water supply system in the Greater Kumasi Metropolitan Area (GKMA).

 

  1. Water Supply Planning, Water Resources Assessment, Identification and Analyzing of feasible implementation alternatives for the three planning horizons, prioritization of investments, Financial & Economic analysis, Training, preparation of detailed designs & tender documents for distribution network improvement works to be implemented in the immediate term within selected low income communities in GKMA and preparation of safeguards instruments based on World Bank safeguards policies & Ghana’s Environmental Protection Agency Act to facilitate the implementation of the pipeline works.

The Ghana Water Company Limited now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

 

  1. Brief description of organization including Legal Status
  2. Core business and number of years in business (Minimum 20 years)
  3. General experience of firm (At least 15 projects in water supply related consulting services)
  4. Firm’s experience in similar assignments (At least 10 projects in preparation of Urban Water Supply Master Plans)
  5. Firms experience in similar working conditions / environment (Minimum 5 years)

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

 

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.

Expressions of interest (EOI) must be delivered in a written form (one original and two copies) to the address below either in person or by courier by 11:00 GMT Local time on 5th April, 2021. Interested consultants shall, in addition, to the written and sealed expressions of interest add a soft copy of their EOIs to facilitate evaluation thereof.
