THIS IS NOT A REQUEST FOR QUOTATION

The United States Agency for International Development (USAID) Yemen intends to modify Contract number 72027920M00001 held by The Pragma Corporation (Pragma) for the Economic Recovery and Livelihoods Program (ERLP) Activity, to  increase the Total Estimated Amount. This action will allow USAID/Yemen to expand existing technical assistance utilizing additional funding gifted by Britain’s Foreign Commonwealth & Development Office (FCDO).  

Statutory authority permitting other than full and open competition is AIDAR 706.302-70 which states that, “Full and open competition need not be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief, and rehabilitation,” and may be applied per AIDAR 706.302-70(b)(5) for “[a]n award for the continued provision of highly specialized services when award to another resource would result in substantial additional costs to the Government or would result in unacceptable delays.”
