National Grid Improvement Project in India: Completion of +-800kV, 3000 MW HVDC Terminal Package under Western/Northern Region Interconnector for IPP Projects in Chhattisgarh

1.    The Power Grid Corporation of India Ltd. (POWERGRID) has applied for a loan from the Asian Development Bank (ADB) towards the cost of National Grid Improvement Project. Part of this loan will be used for payments under the contract named above. Bidding is open to eligible bidders from eligible source countries of the ADB.

2.    POWERGRID (“the Employer”) invites sealed bids from eligible bidders for the construction and completion of +-800kV, 3000 MW HVDC Terminal Package under Western / Northern Region Interconnector for IPP Projects in Chhattisgarh (Spec. No.: CC-CS/156-WR1/HVDC-1489/7/G10) as described below (“the Facilities”). International competitive bidding will be conducted in accordance with ADB’s “Two-Stage” Bidding Procedure.

The brief scope for +-800kV, 3000 MW HVDC Terminal Package shall be as follows:

Two completely operational converter stations, repeater stations for the HVDC Transmission System and 400/220 kV HVAC substations Kurukshetra. The scope shall include the overall project management, studies, design, engineering, training of Employer’s personnel; manufacture, factory testing, supply of all items, delivery to the sites, unloading, storing, handling, and moving into final position, installation, testing, commissioning and placing into successful operation the HVDC System and the associated sub-stations.

The detailed scope of works for +-800kV, 3000 MW HVDC Terminal Package is described in the Bidding Documents.

 3.    The detailed Qualifying Requirements (QR) are given in the Bidding Documents of the subject package. The complete Bidding Documents including tender drawings (if any), are available at our website www.powergridindia.com. Interested bidders can download the Bidding Documents and commence preparation of bids to gain time. However, they will be required to purchase the Bidding Documents from POWERGRID, (for submission of the bid), which will be duly authenticated by the executive issuing the documents. In case of any discrepancy between the documents downloaded by the prospective bidder and the Bidding Documents (hard copy) issued by POWERGRID official, the latter shall prevail.

 4.    A Pre-Bid conference will be held at the office of the Employer at Gurgaon (Haryana), India on 28 October 2011.

 6.    To purchase the Bidding Documents in English, eligible bidders should submit a written application during the office hours on working days from 30 September 2011 to 25 November 2011:

• to the address above, requesting the Bidding Documents for +-800kV, 3000 MW HVDC Terminal Package: CC-CS/156-WR1/HVDC-1489/7/G10
• pay a non-refundable fee of INR 25,000 or US$ 500 payable by crossed bank draft in favour of ‘Power Grid Corporation of India Ltd.,’ payable at New Delhi or Gurgaon.
• The documents will be sent by Air Mail/ Courier Services/ in person for overseas delivery or surface Mail/ Courier/ in person for local delivery. No liability will be accepted for loss or late delivery.

 7.    Deliver your bid:

• to the address above
• on or before the deadline: 28 November 2011 upto 1100 hours IST
• together with a Bid Security of as specified in the bidding document, in favour of Power Grid Corporation of India Ltd.
  
  Bids will be opened at 11:30 hours (IST) in the presence of bidders’ representatives who choose to attend. Late Bids shall be rejected.

 8.    When comparing Bids, ADB’s Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
