The Government of Liberia has received financing from the Liberia Reconstruction Trust Funds (LRTF) through the World Bank toward the cost of the Cheesemanburg Landfill Urban and Sanitation (CLUS) Project, and intends to apply part of the proceeds to contracting a Procurement Specialist for the Cheesemanburg Landfill & Urban Sanitation (CLUS) Project Monrovia City Corporation (MCC)

The consulting services (“the Services”) include:  

The objective of the assignment is an individual Procurement Specialist to work at the PIU at the MCC on all procurement activities planned under the proposed CLUS project and related contract management activities. As part of his/her assignment, the Procurement Specialist is expected to also conduct training for selected MCC employees and work towards building capacity of the MCC’s Procurement Unit. 

The period of assignment will be for two years with the possibility of extension for one additional year. The initial six months employment will be considered as probation; subject to satisfactory performance. Performance criteria determined in the previous section will be used to assess performance in Years 1 and 2 of the project.

CONSULTANT QUALIFICATIONS

The Procurement Specialist will have not less than 5 years in procurement, management of public procurement and project management. Experience in procurement procedures of the World Bank will be required.  Educational and professional qualifications will include:

  • First degree in relevant discipline, e.g. Business law, Engineering, Administration, Economics etc. with minimum 5 years post graduate experience in procurement, and contract management in the public sector;
  • Must have good knowledge of procurement policies and procedures of multilateral financial institutions (e.g. the World Bank) and development co-operation agencies; as well as good knowledge of the institutional, technical, and commercial aspects of procurement;
  • Excellent skills in project management demonstrated in previous jobs;
  • Work experience on management of donor funded projects [particularly projects funded by multilateral agencies] within the last three years is an added advantage. Experience of similar assignments in the Region is highly preferred.
  • Proven track record in working effectively within multidisciplinary teams.
  • Proven track record in the use of  Systematic Tracking of exchanges in Procurement (STEP)

The Project Implementation Unit (PIU) of the Monrovia City Corporation (MCC) now invites eligible “Consultants” to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested Consultants is drawn to paragraph 3.17 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, July 1, 2016 Revised November 2017 and August 2018 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the {procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers dated July 2016, Revised August 2018, and November 2020 ,Para. 7.34(c)“Selection Based on Consultants’ Experience  and Qualification”.
