Description

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, Issue No.731 posted on 2nd July 2008 and later undated in UNDB issue no. 786 on 16 November 2010.

2. The Royal Government of Cambodia has received joint funding from the International Development Association along with other multilateral and bilateral donors including from UNFA, UNICEF, DFID-UK and AusAID (jointly referred to as "Pooled Fund") toward the cost of the Second Health Sector Support Program (HSSP2), and it intends to apply part of the proceeds of these funds to payments under the proposed contract for the goods shown in the table below:
 
  • Ambulance: 34 Units

    3. The Royal Government of Cambodia represented by the Ministry of Economy and Finance has appointed Charles Kendall & Partners (CKP) as Procurement Agents for selected World Bank funded projects in Cambodia. The CKP acting for and on behalf of the Ministry of Health (MoH), now invites sealed bids from eligible and qualified bidders for Supply and Delivery of 34 Ambulances.

    4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, and revised in October 2006, and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.

    5. Interested eligible bidders may obtain further information from CKP and inspect the Bidding Documents at the address in point 13 (a) below from 22 March 2012 to 03 May 2012 from 09:00 a.m. to 12:00 p.m. and 2.30 p.m. to 4.30 p.m. (Phnom Penh Time).

    6. Qualifications requirement is provided in the Section II of these bidding documents. A margin of preference shall be applied for Goods offered in the Bid are domestically manufactured goods.

    7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of USD 50.00. The method of payment will be either by cash or transfer to the following account:

For those who request, the bidding document can be sent by courier, if so requested, upon confirmation of payment in above mentioned account of non-refundable fee of USD50.00 and additional courier fee of USD 50.00.The Bidders must purchase the bidding document directly from Charles Kendall & Partners (CKP), otherwise the Bid will not be accepted. In the event has difficulty to purchase the bidding document the interested Bidders may contact in writing to:

    9. A pre-bid meeting will be held on 04 April 2012 at 3:00 p.m. (Phnom Penh time) at the address below.

    10. Bids must be delivered to the address below at or before 3.00 p.m. on 04 May 2012 (Phnom Penh time). Electronic bidding shall not be permitted. Late bids will be rejected.

    11. Bids will be publicly opened in the presence of the bidders' representatives, who choose to attend in person at the address below at 3.00 p.m. on 04 May 2012 (Phnom Penh time). Interested public/NGO/Civil societies may also attend the bid opening.

    12. All bids shall be accompanied by a Bid Securing Declaration.
