Assignment Title:       Head Hunting Firm for the hiring of new KW&SB CEO and Reform Managers.

The Karachi Water & Sewerage Board is in receipt of a credit through EAD, Government of Pakistan from the International Bank for Reconstruction and Development (IBRD) / Asian Infrastructure Investment Bank (AIIB) and the counterpart share of funds from GOS for the Karachi Water & Sewerage Services Improvement Project (KWSSIP) and intends to apply part of the proceeds to make payments against the consulting services.

The Consulting Services are about the “ Head Hunting Firm for the hiring of new KW&SB CEO and Reform Managers” that include conducting meetings / discussions with the Karachi Water & Sewerage Board to determine the requirement(s) of the position(s) i.e., detailed ToRs including Job Specifications and Job Descriptions, develop advertisement in consultation with the Client (KW&SB / GoS), develop recruitment strategy / plan including the criteria for screening and detailed assessment of the applicants, preparation of Recruitment Plan and Strategy, preparation of shortlist of candidates, issuance of call letters, certificates verification, organizing interviews, assessment of interviews, reference check and proceedings of the selection process. The anticipated outcome of the consultancy services will be the hiring of well-educated and professionally trained new KW&SB CEO and Reform Managers from open market through a well-structured transparent hiring process envisioned to meet future challenges to transform KW&SB into an efficient world class water utility.

The implementation period of the assignment is 03-months, which is likely to commence in February, 2022.

The Project Implementation Unit (PIU), Karachi Water and Sewerage Services Improvement Project (KWSSIP), (KW&SB) now invites eligible Consulting Firms to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualification and relevant experience to perform the Services.

The Shortlisting Criteria are

1. Track Record: Company Capacity [Core business, Years in same business and minimum 10 Years experience in providing consultancy services as Head Hunting Firm for the Recruitment of Professionals].
2. eneral Experience: of providing Consultancy Services as Head Hunting Firm for the Recruitment of Professionals at minimum Three (03) Contracts during the last (10) ten years.
3. Specific Experience: of providing Consultancy Services as Head Hunting Firm for the Recruitment of Professionals at minimum) Three (03 Contracts during the last (10) ten years having a contract value of minimum (0.03) Million US$ each.
4. Overall Managerial Capacity:    (List of Core Managerial / Technical Staff.)

For Items 2 & 3 in the Evaluation Criteria following is required to be followed:

List the name of: assignment, client, location, type of organization for the performed assignments.

The assignments shown must be submitted with a completion certificate issued by the Client, indicating the Contract value of each assignment.

If the above work(s) are performed in a joint venture, indicate share in the JV.

Single Entity / Firm: Must meet

Joint Venture: All Members must meet the requirement collectively.

The attention of interested Consultants is drawn to Section III, paragraphs, (3.14) (3.16) and (3.17) of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (Revised November 2017 and August 2018,) setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the [Section-VII Open Competitive Selection of Consulting Firm, Clause7.11, 7.12 (CQS) of World Bank’s Procurement Regulations for IPF Borrowers 2016 (Revised November 2017 and August 2018).
