1. BACKGROUND OF THE PROJECT
The Federal Government of Somalia (FGS), through the Somali National Bureau of Statistics (SNBS), has received a grant from the International Development Association (IDA) to implement the Somali Integrated Statistics and Economic Capacity Building (SISEPCB) Project. The proposed project aims at strengthening the national statistics system, the national monitoring and evaluation (M&E) system and improving programming and analytical capacity of the government’s macroeconomics and fiscal programming agencies to enable them to regularly access analyze and improve their public policies and programs performance and results. More specifically, the project aims at: (1) Strengthening the national statistics system; (2) Strengthening monitoring and evaluation capacity; and (3) Building economic policy analysis and economic planning capacity.
The SNBS is seeking to hire an experienced national consultant with strong project management skill and statistical expertise to work with SNBS, the international expert, and the World Bank to locally support the project in conducting i) the design and develop of the above-mentioned census and Statistical Business Register in phase 1; and (ii) to undertake the economic survey in phase 2 of SIBES. The consultant will also assist the international SIBES expert to build capacity of SNBS staff on i) core issues to be considered in establishing and maintaining the SBR; (ii) the use of administrative and other sources to complete and update the SBR; iii) linkage of SBR to other statistical subject areas, such as national accounts and trade statistics
2. Responsibilities: The development of a SBR will be undertaken as part of Somali Integrated Business Establishment Survey (SIBES). Phase 1 of SIBES aims at identifying all business establishments in major urban centers as the main input for the development of an SBR. The identification of the establishments should reveal i) the economic activity of establishments, ii) the size class of establishments, and iii) the hierarchy of establishments in an enterprise. The SBR must cover all production sectors in the Somalia economy, except agriculture.

3. Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:
- Bachelor’s degree: preferably in Statistics, Business Economics, Macro Economics, or IT
- Five or more years of professional experience in working with data or other analytical work
- Three or more years of experience in statistics
- Ability to work reliably and independently with minimum supervision
- Must have experience working in Fragile and Conflict-Affected regions (FCA);
4. REPORTING
The consultant will report directly to the Director General of SNBS, and work closely with the Deputy Director General, and the SISEPCB Project Implementation Unit on day-to-day operations.
5. TIMING DURATION OF ASSIGNMENT:
The Local Consultant for Somali Integrated Business Establishment shall be contracted for 12 months renewable based on satisfactory performance and availability of budget.
The Somalia National Bureau of Statistics now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. 6. SUBMISSION REQUIREMENTS
Attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017 August 2018, and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
