1. Introduction
The Government of Liberia has received a grant equivalent to USD 47 million from the International Development Association (IDA) to implement the Improving Results in Secondary Education (IRISE) Project, hereinafter “the Project”. The Project duration is four years. The Ministry of Education (MoE) is the IRISE implementation agency responsible for project execution and results monitoring. The implementation is overseen by the Ministry’s Senior Management Team (SMT). The Ministry of Education intends to apply a portion of these funds to hire a National Procurement Specialist (NPS) for the Improving Results in Secondary Education Project.
2. Background
The IRISE Project recruited an International Procurement Specialist(IPS) for an initial one-year duration. The IPS contract was subsequently amended for an additional one year and 4 months. Given there are still critical procurements that would go beyond the expiry of the IPS contract, the IRISE Project intends to hire a qualified NPS who will work under the IPS and assume the rest of the IRISE procurement upon the exit of the IPS.
3. Objectives of the assignment
The objective of the assignment is to work with the International Procurement Specialist (IPS) to manage all procurement activities of the IRISE Project, and to work with the Procurement Officer seconded to the IRISE Project upon the exit of the IPS (see paragraph below) in adherence with the World Bank Procurement Regulations for IPF Borrowers July 2016, Revised November 2017, August 2018 and Fourth Edition, November 2020, including the planning, implementation and supervision of all procurement operations under the IRISE Project, and continue to develop procurement capacity of the MoE Procurement Unit.

The Ministry of Education now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the services. Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services by submitting the most current curriculum vitae/resume.
4. Shortlisting Criteria
The Individual Consultant to be hired should possess the following skills and competences:
The Procurement Specialist will have experience in management of public procurement and project management. Experience in procurement procedures of the World Bank will also be required. Educational and professional qualifications will include:
- Master’s degree in Public Procurement Management or any other relevant discipline (e.g. Business, Law, Project Management, Administration, Engineering etc. with a minimum of 5 years’ experience in procurement and contract management in the public sector), or
- First degree in Public Procurement Management or any other relevant discipline (e.g. Business, Law, Engineering, Public Administration or other relevant university degree, etc. with minimum 7 years postgraduate experience in procurement, and contract management in the public sector);
- A professional qualification in procurement from the Chartered Institute of Purchasing and Supply (CIPS) U.K. or the Institute of Supply Management, (ISM) USA will be an added advantage (but not a requirement).
- Must have good knowledge of procurement policies and procedures of multilateral financial institutions (e.g. the World Bank) and development co-operation agencies; as well as good knowledge of the institutional, technical, and commercial aspects of procurement;
- Excellent skills in project management and communications, both written and oral, demonstrated in previous jobs;
- Minimum 3 years work experience on World Bank funded projects a must.
- Proven track record in working effectively within multidisciplinary teams.
Note: Only individuals with the required qualifications and relevant experience that meet the requirements of the REoI will be invited for interview.
The attention of Consultants is drawn to Section III, paragraphs, 3.14, 3.16 and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017, August 2018 and Fourth Edition, November 2020, setting forth the World Bank’s Policy on conflict of interest.
The Consultant will be selected under the Individual Consultant Selection (ICS) Method under the World Bank’s “Procurement Regulations for IPF Borrowers”, Fourth Edition, November 2020.
