The Government of Sierra Leone has received financing from the World Bank toward the cost of the Quality Essential Health Services and Systems Support Project (QEHSSSP), and intends to apply part of the proceeds for consulting services. 

The consulting services (“the Services”) includes to:

  • Support establishment of a strong PPE platform to enhance effective and sustainable public private partnership dialogue (PPD) in the sector.
  • Identify key priority policy and regulatory bottlenecks and support their reforms to create enabling environment for private sector participation and investment to strengthen health system performance and delivery of quality health services.
  • Build capacity of both public and private sector actors to attract innovation, effective outsourcing, investments and contracting arrangements to accelerate provision of basic and appropriate referral services.
  • Establish a robust health sector specific Public Private Partnership (PPP) unit, which will support private investments in the sector. 

The estimated duration of the assignment is for one year. And it expected start date in October 2022

The Integrated Health Projects Administration Unit (IHPAU) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  1. Firms should have demonstrated skills and experience required to undertake the tasks set out in these terms of reference, and
  2. specifically experience in health private sector engagement projects in this region or similar, and in the same or similar context as the one herein described.   

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.  

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. 

A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
