Announcement of the competition "Regional Centers for International Debate 2025-2026"

The Minister of Foreign Affairs, acting under the Act of 27 August 2009 on Public Finances (Journal of Laws of 2024, item 1530), announces an open call for tenders:

"Regional Centres for International Debate 2025-2026"

1. Type of public task: Regional Centres for International Debate 2025-2026

The aim of the competition is to select the best offers with proposals for the implementation of the public task of running Regional Centres for International Debate (RODM) in 2025-2026 in accordance with the following assumptions:

strengthening channels of cooperation between the Ministry of Foreign Affairs, universities, local government and non-governmental organizations in the region;
broadening the discussion and knowledge in local communities about international processes and events that are important from the point of view of the Polish raison d’état and the priorities of Polish foreign policy;
stimulating discussions on Polish foreign policy and Poland's role in Europe and the world;
building awareness in local communities of the threats related to international disinformation and knowledge on how to counteract this phenomenon;
promotion of knowledge about the principles of operation of the Polish foreign service and about projects and programmes implemented by the Ministry of Foreign Affairs;
development of contacts and cooperation between Polish and foreign opinion-forming centres.
2. The amount of financial resources allocated for the implementation of the public task:

The total amount of financial resources allocated for the implementation of public tasks
in individual years is: 2025 – PLN 3,401,000.00, 2026 – PLN 3,401,000.00.

3. Principles for granting subsidies: The following entities

may apply for a subsidy:

Non-governmental organizations registered in the territory of the Republic of Poland within the meaning of art. 3 sec. 2 of the Act of 24 April 2003 on public benefit activities and volunteering (Journal of Laws of 2024, item 1491) and entities listed in art. 3 sec. 3 of the aforementioned Act, i.e.:

associations,
foundations,
legal persons and organizational units operating under the provisions on the relationship between the State and the Catholic Church in the Republic of Poland, on the relationship between the State and other churches and religious associations and on guarantees of freedom of conscience and religion, if their statutory objectives include conducting public benefit activities,
joint-stock companies and limited liability companies and sports clubs operating under the provisions of the Act of 25 June 2010 on sports, which do not operate for profit and allocate all of their income to the implementation of their statutory objectives and do not allocate profit for distribution among their members, shareholders, stockholders and employees,
associations of local government units,
social cooperatives.

4. Deadline and conditions for the implementation of the public task:

The implementation of the public task covered by funding in 2025 may begin on 1 March 2025 at the earliest and must end on 31 December 2025.
The implementation of the public task covered by funding in 2026 must begin on 1 January 2026 and end on 31 December 2026.
The conditions for the implementation of the public task are specified in the competition regulations.

5. Information on the results of the implementation of the public task:

Bidders are obliged to indicate in the offer the assumed results of the public task, the planned level of their achievement and the method of monitoring these results.

6. Method, place and deadline for submitting offers:

The offer should be prepared in electronic form in the eGranty application available at https://egranty.msz.gov.pl/

Then the offer generated in the application (*.pdf format) should be printed and delivered to the Ministry of Foreign Affairs in one of the following ways:

by post or courier to the following address:

Department of Strategic Communication and Counteracting International Disinformation,
al. J. Ch. Szucha 23, 00-580 Warsaw,
with a note on the envelope: Competition "Regional Centres of International Debate 2025-2026"

submit to the Register Office of the Ministry of Foreign Affairs , located at al. J. Ch. Szucha 21, entrance from Litewska Street
(the Register Office is open from Monday to Friday from 8:30 a.m. to 4:00 p.m., with a break from 12:00 to 12:30 p.m.), with a note on the envelope:

send via ePUAP to the address /MSZ/SkrytkaESP , after providing the offer with a correct electronic signature via a trusted profile or using a qualified electronic signature.
The deadline for submitting offers is 28 February 2025 at 4:00 p.m.
The date of receipt of the offer by the Ministry of Foreign Affairs is decisive.
Offers that arrive after the deadline will not be subject to review.

7. The procedure and criteria used in selecting offers and the deadline for selecting offers:

The procedure and criteria used in selecting offers are specified in the Competition Regulations.
Information on entities that have been qualified for granting a subsidy in the competition will be placed in the Public Information Bulletin of the Ministry, at the Ministry's headquarters and on the Ministry's website https://www.gov.pl/web/dyplomacja/ by 14 April 2025.


8. Public tasks of the same type implemented by the Ministry of Foreign Affairs in the current and previous year and related costs:

In the current year, the Ministry of Foreign Affairs did not finance public tasks of the same type.

In the previous year, the Ministry of Foreign Affairs financed public tasks of the same type for a total amount of PLN 3,171,053.36 as part of the competition "Regional Center for International Debate 2022-2024".

9. Additional information about the competition:

The detailed scope of the competition, the method of preparing the offer, the conditions to be met by the entity entering the competition and the method of making the offer template and necessary annexes available are specified in the Competition Regulations (together with two annexes: a template of the grant agreement and guidelines for bidders), published in the Public Information Bulletin, on the website of the Ministry of Foreign Affairs: www.gov.pl/dyplomacja and at the headquarters of the Ministry.

Questions regarding the competition should be sent during the call for proposals to siec@msz.gov.pl , specifying in the subject of the correspondence the name of the competition and the name of the organisation asking the question.
