Agriculture and natural resource sectors dominate the economy amid persistent poverty and security challenges. Enhancing infrastructure - including rehabilitation of roads, expanded power capacity and improved logistics - is a priority for boosting economic activity and market access, but progress is often slowed by fiscal and governance limitations that also hamper private investment.
