We are currently looking for an Evaluator to support our Agriculture, Rural Development and Environment Department to start in January 2021.
ADE is one of Europe’s leading consultancies. We are based in Louvain-la-Neuve, near Brussels, Belgium.
We support decision-makers in formulating, monitoring, implementing, and evaluating public policies and strategies.
Our areas of specialisation include notably:
Agriculture, Rural Development and Environment;
Strategic and Impact Evaluations;
Macro-Economic Reforms;
Development Finance and Private Sector Development;
Conflict Resolution, Security, and Fragility.
Our Agriculture, Rural development and Environment Department is specialised in evaluations in these fields, notably within the context of the Common Agricultural Policy, but also in third countries. Examples of recent work include:
Evaluation of AfDB’s strategy about Renewable Energy 2012-2021;
Evaluation of the ENRD and NRN’s contribution to the Rural Development Policy (2014-2020);
Evaluation of the impact of LEADER on balanced territorial development at EU 28 for DG Agri (EC);
Ex-ante evaluation for the 2021-2027 CAP National Strategic Plan Luxemburg;
Support for the design and implementation of the post-2020 CAP Strategic Plan in Wallonia;
Framework contract with the Belgian Co-operation on evaluation of their programmes and projects in the sectors of agriculture, inclusive growth, infrastructure, energy (2018-2022);
Framework contract with DG Agri for the evaluation studies of CAP measures contributing to the general objectives of balanced territorial development (2017-2023);
Programme and strategic evaluation of the interventions of the African Development Bank in Benin, 2012-2021.
Your work:
Designing evaluation approaches and tools;
Conducting interviews and data collection at client headquarters;
Participating to field visits at country level (e.g., 2 one-week missions per year);
Conducting quantitative & qualitative research and analysis;
Drafting reports and presenting findings in client meetings;
Managing teams and projects;
Participating to tender processes and ADE’s wider internal and external activities.
Your skills and experience:
5 to 10 years of professional experience, or even more;
Master or PhD, typically in highly analytical fields (e.g., economics, engineering, sciences, philosophy);
EU nationality or work permit required;
Outstanding analytical skills, for both in-depth research and strategic high-level thinking;
Fully fluent in English and French; other languages are an asset;
Ability to work under tight deadlines;
Strong organizational and planning skills;
Strong writing and presentation skills;
Leadership and interpersonal skills, ability to work in teams;
A strong interest in evaluation of public policies;
A strong interest in development cooperation, humanitarian aid, or development finance.
