Description

I. BACKGROUND
The PIMS 6030 Tajikistan – "Complete HCFC phase-out in the Republic of Tajikistan through the introduction of zero-ODS and low-GWP technologies and energy-efficiency" project objective is to accelerate HCFC phase-out to achieve the compliance objectives and sustainably reduce the servicing tail. The phase 2 of full and completed HCFC reduction and phase-out began in 2018 with the implementation of the UNDP-GEF national HCFC Phase-Out Project. The project is focused on an accelerated phase-out of HCFCs to meet the goals of 2020 compliance and sustainable reductions in service of the remaining refrigerant in circulation. In terms of its design, the project will consist of mainly two overall-assistance components. Component 1 will facilitate implementation of national legislation and strengthening capacity of Customs and enforcement officers on control of HCFC/ODS alternative import/export, while Component 2 will complete initial capacity building efforts and re-tooling to strengthen the HCFC re-use system and implement demonstration projects on HCFC replacement with zero-ODS/low-GWP alternatives. Component 3 deals with Public Awareness, and Component 4 addresses Gender mainstreaming. Component 5 is related to project management, monitoring and evaluation.

Component 1: Facilitate implementation of national legislation; strengthening capacity of customs and enforcement officers on control of HCFC import/export; facilitating development of standards for natural refrigerants; and capacity building for the RAC sector through hands on training of senior technicians followed by training/upgrading of technicians, including those in remote areas.

Component 2: Strengthening the HCFC re-use system; implementation of demonstration projects on HCFC replacement; upgrading training institutions; and improving facility for storage of waste ODS.

Component 3: Public awareness.

Component 4: Gender mainstreaming in refrigeration and air conditioning sector and Monitoring and Evaluation Engagement of women-students to study RAC in the technical and vocational education institutions and partnerships with organizations to involve women in RAC related small business.

In accordance with UNDP and GEF M&E policies and procedures, all full- and medium-sized UNDP-supported GEF-financed projects are required to undergo a Terminal Evaluation (TE) at the end of the project. This Terms of Reference (ToR) sets out the expectations for the TE of the full-sized project implemented through the UNDP/Committee of Environmental Protection under the Government of the Republic of Tajikistan. The project started on the 08 February 2019 and is in its 3rd and last year of project implementation. The TE process must follow the guidance outlined in the document ‘Guidance for Conducting Terminal Evaluations of UNDP-Supported, GEF-Financed Projects’ (Guidance for Terminal Evaluations of UNDP-supported GEF-financed Projects).

The Terminal Evaluation report will assess the achievement of project results against what was expected to be achieved and draw lessons that can both improve the sustainability of benefits from this project, and aid in the overall enhancement of UNDP programming. The TE report promotes accountability and transparency and assesses the extent of project accomplishments.

The objectives of the evaluation are to assess the achievement of project results, and to draw lessons that can both improve the sustainability of benefits from this project, and aid in the overall enhancement of UNDP programming. The evaluation will also make recommendations for sustainability, replication and scaling up that will be used by the project partners to build on the gains made during the project.

Consequently, the UNDP wishes to procure the services of a National Consultant to support Team Leader International Consultant to undertake the Terminal Evaluation of the UNDP-GEF “Complete HCFC Phase-out in Tajikistan (PIMS 6030) Project and the above-mentioned objectives.

II. PURPOSE
UNDP in Tajikistan is seeking for a National Consultant, who, under supervision and guidance of Team Leader International Consultant for conducting Terminal Evaluation, HCFC Project Manager (PM) and UNDP Team Leader on Climate Change, Disaster Risk Management and Environment, as well as in close cooperation with the key national government stakeholders, will be responsible for provision of technical assistance to Team Leader – International Consultant for conducting of Terminal Evaluation of UNDP-GEF HCFC Phase-out Project in Tajikistan.

III. THE SCOPE OF WORK
The International Team Leader Consultant and the National Consultant will form the Terminal Evaluation Team. The TE team will review all relevant sources of information including documents prepared during the preparation phase (i.e. PIF, UNDP Initiation Plan, UNDP Social and Environmental Screening Procedure/SESP) the Project Document, project reports including annual PIRs, project budget revisions, lesson learned reports, national strategic and legal documents, and any other materials that the team considers useful for this evidence-based evaluation. The TE team will review the baseline and midterm GEF focal area Core Indicators/Tracking Tools submitted to the GEF at the CEO endorsement and midterm stages and the terminal Core Indicators/Tracking Tools that must be completed before the TE field mission begins.

The National Consultant is expected to undertake the following tasks, in particularly:

1) Conduct document review and data gathering;
2) Contribute to the development of the evaluation plan and methodology;
3) Lead data collection in the field;
4) Conduct field studies and analysis under the guidance of the international consultant due to the COVID-19 crisis;
5) Conducting other elements of the evaluation determined jointly with the international consultant and UNDP;
6) Contribute to presentation of the review findings and recommendations at the wrap-up meeting;
7) Contribute to the drafting and finalization of the TE report

DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS
Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

• Offeror’s letter to UNDP confirming interest and availability (Annex 1)
• Technical Proposal: a brief methodology on how the consultant will approach and conduct the work;
• Financial proposal;
The financial proposal must indicate the lump sum fee, which is required for the execution of tasks. To submit Financial Proposal, please use the Template of Submission of Financial Proposal provided in Annex II.
• Personal CV including past experience in similar projects.

FINANCIAL PROPOSAL
• Lump sum contracts

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner. Payment will be made via Bank transfer to Vendor’s Bank account.

At any time upon the submission of the proposal, no price variation due to escalation, inflation, fluctuation in exchange rates, or any other market factors shall be accepted by UNDP after it has received the proposal.

ICs may allocate living allowances for them when an assignment requires travel and include such allowances in their financial proposals. Such living allowances may be lower or equal to UN DSA rates, but under no circumstance should they be higher than UN DSA rates. (UN DSA rate for Dushanbe ‐ 164 USD, for Regional Centers – 65 USD and elsewhere ‐ 45 USD)
Regardless of purpose of travel, the prevailing price for an economy class tickets serving the most direct routes to be travelled shall apply for all ICs. In general, UNDP should not accept travel costs exceeding those of a full-fare economy class ticket. Individual Contractors wishing to upgrade their travel to business or first class shall do so at their own expense.

TRAVEL
In the course of the assignment, the National Consultant will be expected to undertake site visit to project target areas locate throughout Tajikistan. The dates for each mission will be agreed upon between the National Consultant and Team Leader – International Consultant and UNDP CO in Tajikistan. Travel and transportation costs will be covered by the project once the destinations are confirmed by International Consultant.

REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS

Education
• At least Master’s degree in a discipline relevant to Natural Resource Management/ Climate Change/ environmental science & development studies or other closely related field;
Experience
• Relevant experience with results-based management evaluation methodologies;
• Experience applying SMART indicators and reconstructing or validating baseline scenarios;
• Competence in adaptive management, as applied to Chemicals and Waste Focal Area;
• Experience in evaluating projects in the team with international consultants;
• Experience working in Central Asian countries;
• Experience in relevant technical areas for at least 5 years;
• Demonstrated understanding of issues related to gender and Chemicals and Waste Focal Area; experience in gender responsive evaluation and analysis;
• Project evaluation/review experience within United Nations system will be considered an asset;
• Experience with implementing evaluations remotely will be considered an asset.
• Excellent communication skills in English;
• Demonstrate analytical skills;
• No involvement in design, implementation, or Mid-term Review (MTR) of HCFC Phase-2 project.
