We are seeking applications for the position of Monitoring, Evaluation and Learning (MEL) Specialist for the Sri Lanka Skills for Inclusive Growth (S4IG) Program. Phase 2 of the program supports all Sri Lankans who, as producers, workers, and entrepreneurs, participate in and benefit from the expanding tourism industry in Sri Lanka. It is implemented through our National Office in Colombo and Regional Offices in Batticaloa and Habarana. This role is based in Colombo with regular travel to the regional offices. It is fixed-term until 30 November 2022, with extension beyond that based on strong performance in the role.
About the Role:
Provide high-level support and technical direction in developing, planning and coordination of data collection activities and delivering results, outcomes and influencing systemic change at a high level of detail;
Develop the Innovation cycle MEL tools, with appropriate technical advice;
Develop appropriate metrics and tools for measuring progress and successes in inclusion;
Implement lessons learned;
Undertake hands-on tasks of developing data collection tools and data collection and continually improve;
Provide backstopping support for the staff and service providers to effectively use MEL tools & MIS, and ensure the MEL & MIS system are maintained and utilised accurately.
About You:
Relevant educational qualification (Bachelor Degree) or relevant work experience equivalent;
Demonstrated experience in monitoring and evaluation in the context of a development partner funded program or project;
High level computer skills including data entry, including the use of formulae and data analysis functions, and the preparation of pivot tables, charts, and tables;
Experience undertaking qualitative data collection activities such as interviews, focus groups, and participatory methods;
Demonstrated professional commitment to working in a way that is inclusive and supportive of men, women, people with disabilities and people from other disadvantaged groups;
Excellent communication skills, both oral and written, in English and at least one of Singhalese or Tamil.
