About the Project - We are seeking applications for the position of Grants and Contracts Officer, for the Sri Lanka Skills for Inclusive Growth (S4IG) Program. Phase 2 of this Program will support poor women and men who, as producers, workers, and entrepreneurs, participate in and benefit from the expanding tourism industry in Sri Lanka, implemented through our National Office in Colombo and Eastern and Northern Central Regional Offices in Batticaloa and Habarana districts.
The goal of the S4IG Phase 2 is “economic growth particularly in the tourism value chain that benefits all Sri Lankans and contributes to a prosperous and stable Sri Lanka”. This role is fixed-term until 30 November 2022, with extension beyond that date based on performance. It is currently based in Batticaloa, Sri Lanka.
About the Role:
Annual and monthly budget forecasting;
Prepare contractual documentation for all S4IG activities;
Provide Senior Management, Manager Finance & Private Partnerships and program staff regular updates on expenditure and contractual status;
Ensure all contracts are prepared and processed;
Support S4IG staff to prepare partnership agreements/ Memoranda of Agreement with stakeholders;
Support review and revision of the Skills Development Fund guidelines;
Assist in the development and maintenance of an efficient and effective contract management soft copy/hard copy filing system;
Respond to all contractual/financial reporting requirements;
Review pre-qualification requirements with contractors including qualifications, previous employment records, project references and project records;
Respond to all contractual/financial reporting requirements;
Ensure regular monitoring of disbursement, reviewing monthly financial variance reports of service providers/ Consultants etc, and associated reporting.
About You:
Relevant tertiary qualification in contract management, procurement, program management and/or demonstrated knowledge and experience in contract, purchasing and tendering processes;
Understanding of the donor Procurement Rules and Value for Money principles;
Experience in preparation of contract documentation;
Analytical and continuous improvement focussed;
Experience working in an international development context advantageous.
