Short project description :
The "Participatory and Integrated Land Use Planning - II (PILUP-II)" will improve the institutional and regulatory framework for integrated land use planning at national level and in selected regions in line with international and ham rights standards.
Specific tasks of the consultant will be:
- Capacity building of national and regional government staff in integrated land use planning (prepare guidelines, a manual for data management);
- Implement PILUP on two locations with regional authorities and local stakeholders, where there is competition for land (urban, commercial areas, agriculture, or nature);
- Advise universities and vocational training centres on developing and offering curricula and training courses for ILUP;
- Coordination with GIZ and relevant national institutions and stakeholders.
The FOA Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests are to be taken as guideline. Participation and interests of women and vulnerable groups need to be specifically addressed.
Job description :
Key responsibilities of the National Geographic Information System (GIS) Expert (m/f/d) will be:
- Preparing sub-regional well-structured ILUP geodatabases with appropriate feature datasets and classes;
- Identify ILUP input from spatial data sources, collect the data from open or secondary sources, and organize them into a common ILUP geodatabase;
- Prepare spatial data layers and perform different spatial analysis;
- Develop maps including existing land use / land cover (status quo map), slope maps (slope maps are a basis for land-use decisions; it is part of the Ethiopian regulations, ILUP and others as demand arises and data is available;
- Assess and ensure quality of spatial data;
- Collaborate with the Ethiopian Geospatial Information Institute on data production, analysis and data sharing platform development or advancement as part of the National Spatial Data Infrastructure (NSDI) or in similar areas;
- Contribute to the preparation of the ToR for and operational (non-financial) monitoring of up to six local subsidies awarded to partners for work packages related to GIS under the guidance of the International Team Leader (m/f/d).
Detailed requirements :
Education:
University degree (MSc) in geoinformatics, GIS and Remote Sensing, geodesy, geography, spatial planning, or similar
Country / Regional Experience:
Ethiopia
Languages:
English, and Amharic and/or Oromo
Expertise / Profile:
- Seven years of professional experience in the geoinformatics sector;
- Seven years of professional experience and familiarity with various applications of GIS (e.g., ArcGIS, QGIS, or similar), photogrammetry, and remote sensing, proven practical experience in spatial analysis including land use/ land cover, geodatabase development, ILUP preparation;
- Experience working for international development cooperation and advantage.
