For a tender financed by KfW in Jordan, we are looking for an international WWTP O&M Expert and Auditor (m/f/d).
Based on the results of a feasibility study, KfW and WAJ agreed to include the rehabilitation and upgrading of the WWTP South Amman. The consulting assignment shall carry out complementary and the next planning and implementation stages for the WWTP South Amman and supervisory services for the construction of the pipeline. The “typical” design review and supervision stages of an Implementation Consultant (IC) will be complemented by “transaction”/operation advisory services during Stage 1 and optional monitoring services (Option 2) for operation and maintenance of the WWTP South Amman. Due to rising costs, WAJ intends to transfer operation and maintenance services for WWTP South Amman to a private operator. The Consultant shall support in creating the optimal basis for a Design-Build-Operate Contract (DBO), in preparing adequate tender documents (and reviewing the existing ones), in selecting a possible DBO-Contractor and in supervising the construction and (optional) monitoring of the performance of the DBO-Contractor.
The international WWTP O&M Expert and Auditor will be responsible to provide all operation-related input (e.g. performance standards and damages, duration of operation, start end date, payment modalities etc.) during the assessment study, design and tender document phase. He/She will act as Auditor for Stage 6, shall have a broad overview on technical, operational, but also on legal, contractual, organizational, and financial topics to cover. The input will be intermittent during the assessment study, design and tender documents' preparation phase (about 3 months), and as Auditor during the O&M Stage (3 years) for regular auditing missions (expected around 9 to 10 months).
