Position: Chief Economic Advisor (Key Expert 1 - Team Leader) - strong expertise on macro-economic policies and public investment management

Project Title: Enhancing Economic Governance Project: strengthen doing-business environment, planning management, public investment and public procurement, Viet Nam

Project description:

Overall objective

The overall objective of this action is to contribute to sustainable development and inclusive growth in Viet Nam by strengthening economic governance.

Purpose of the contract

The EU and the government of Viet Nam have signed the Financing Agreement for the implementation of the Enhancing Economic Governance Programme (EEGP). The EEGP has two projects, providing technical assistance respectively to MPI and MOF. 

This Technical Assistance contract regards the technical cooperation project with MPI (‘the project’) and aims at providing advisory services, research and analyses, studies and surveys, technical tools, delivering training and other capacity building activities to support MPI to exercise their mandates and implement necessary actions to improve economic governance in Viet Nam, particularly in the 4 areas supported by the project namely:

  1. Doing business environment
  2. Planning management
  3. Public investment management
  4. Public procurement

  • Outcome 1: Doing business environment is improved
  • Outcome 2: Planning management is strengthened
  • Outcome 3: Public investment management is improved
  • Outcome 4: Public procurement system is strengthened

Job description:

The Chief Economic Advisor will be responsible for the overall management, planning, coordination, implementation and reporting of the project. The Team Leader is required to provide timely and quality technical advice and other technical inputs to the project and ensure the achievement of the project expected results.

Duration of the assignment: 5 years (1000 working days)

Location: Viet Nam

Requirements:

Qualifications and skills

  • At least a Master’s Degree in economics, finance, public investment management, public policy, or a related discipline; or in absence of a Master’s degree should have proven 15 years of professional experience in economic advisory services;
  • Proven organization and leadership skills;
  • Proven communication skills in English (reading / speaking / writing);
  • Proven analytical and reporting skills; including analysing and reporting on recent developments in global economy and public financial management.

General professional experience

  • At least 12 years of relevant professional experience in providing advisory services on economic governance;
  • Proven experience working with and/or advising government of developing countries on economic governance; working experience in Asia and Viet Nam would be an advantage.

Specific professional experience

  • At least 10 years of relevant international experience in advising on public investment management and at least one of the following areas (i) doing-business environment (ii) state planning management (iii) public procurement management;
  • Provided advisory services to at least 3 governments on any of the 4 areas supported by this project; in which at least one experience on public investment management; experience in a former centrally-planned economy or with a dual-budget system would be an advantage;
  • Proven knowledge of good international practices and standards relevant for areas supported by the project;
  • Proven experience in programme/project management, experience with EU DCI/NDICI funded project would be an advantage;
  • Proven experience as a team leader on a long-term assignment (at least one year).
