Senior Non-Key Expert Capacity Building of NBE Staff

GIZ International Services is currently implementing a project in Ethiopia :Technical Assistance for Business Environment and Investment Climate (BEIC)

Funded by the European Union, the Technical Assistance for Business Environment and Investment Climate (BEIC), including e-government will contribute to the improvement of the business environment in Ethiopia, to foster private sector development and the generation of employment and income opportunities in the context of the EODB programme of the government.

The main purpose of the BEIC project is as follows:

  1. Provide technical assistance and capacity-building to public sector entities in Ethiopia for implementing reforms to improve the business environment;
  2. Support the establishment or modernisation of e-government systems and provide capacity-building and implementation support for the e-government systems implemented;
  3. Support public-private dialogue in Ethiopia for existing and potential investors. In this project, public-private dialogue is defined as any platform where the government and private sector can discuss matters related to the business environment.

With the objective of continuing to attract FDI to sustain development and poverty reduction, the government is introducing reforms and taking measures to improve the conduciveness of the business environment and improve the country's ranking in the Doing Business Index, with the vision to place Ethiopia in the top 100 within a few years. In December 2018, a high-level committee - chaired by the Prime Minister and composed of Ministry of Trade and Regional Integration (MoTRI), National Bank of Ethiopia (NBE), Ministry of Revenues (MoR), Customs Commission, Addis Ababa City Administration, Ethiopian Electricity Utility, Federal Attorney General and Supreme Court - was set up to improve the business climate, address the impediments for private sector development, and monitor the reform efforts. The Ethiopian Investment Commission (EIC) is the secretariat of the committee and it is supported by technical assistance by IFC under its investment climate reform programme.

 

The BEIC project is being implemented by GIZ led Consortium in cooperation with McKinsey Ethiopia. The Service Contract - Technical Assistance for Business Environment and Investment Climate, including e-government, with identification number: EuropeAid/140637/DH/SER/ET between EUD and the consortium was signed on the 21st of December 2020 with the implementation period that started on the same day. The project duration is 38 months.

 


Objectives

The consultancy assignment, which is the subject of these Terms of References (ToR), falls within the above-mentioned service contract.

The Senior Non-Key Expert (SNKE) will work under the supervision of Key Expert 2: E-governance Expert. The SNKE will have a Junior Non-key Expert (JNKE) supporting him.

Its overarching objective is to manage Activity 1.1.1 which covers the “Build Capacity of NBE Staff (and Potential Successor Institution)”.

 

In particular, the SNKE will be responsible for the activity 1.1.1 for the implementation of reform activities For building capacity of NBE Staff (and Potential Successor Institution). This activity includes the following tasks.

Tasks

  • Training Needs Analysis (TNA) for NBE:
    • Determine and agree with NBE on the basis for the Training Needs Analysis (TNA) to be carried out, with emphasis on services related to CRB and MACR;
    • Identify the potential candidates for The Training of Trainers (ToT) program at EIFS;
    • Commission NKEs to prepare and coordinate the required documentation for the ToT Program;
    • Assess the skill gaps of the staff of stakeholders (MFIs, MSMEs, CRB and MACR) and prepare a curriculum of the ToT program;
    • Support the assessment and the logistic requirements for the training such as venue, materials for publication and related supporting materials;
    • Prepare a report on the ToT Program with TNA included in the documentation.
    • Determine and agree with NBE on the scope and purpose of exposure, with an emphasis on e-Government services related to CRB and MACR;
    • Commission NKE to prepare all aspects of the study tours (various skill sets);
    • Review International best practice in relation to MACRs and integrated CRBs;
    • Determine and agree on the number of participants with NBE including locations, which potentially includes other stakeholders (MFIs);
    • Define parameters of study tours (normally 6 people, 5 working days);
    • Agree with NBE to carry out this action simultaneously for both the CRB and Moveable Asset Collateral Registry (MACR) – see Sub-activity 1.2.2 below;
    • Select participants to ensure that the most relevant staff participate;
    • Prepare the study tours’ detailed plan including scope and related workshops, as required;
    • Prepare all logistics (travel, visa, accommodation, per diems, interpreting);
    • Allocation of responsibilities to all participants;
    • Preparation of study tour reports with lessons learned and recommendations.
  • Customised Training of Trainers for NBE Study/proposed location:
    • Prepare well customized training sessions based on the gaps identified for MFIs, MSMEs, including CRB and MACR;
    • Deploy National and International NKEs with specialist know-how as well as NBE experts
    • Workshops: involving mixture of theory and practical exercises using industry experts
    • Mentoring: using experienced experts from CRB and MACR for the training
    • Evaluate the performance of each trainee at the end of the ToT program and certify each to become a trainer;
    • Use different digital platforms to deliver and collaborate during the training and disseminate to minimize the current pandemic (COVID-19) impact.

 

 

Key deliverables

The Senior Non-Key Expert will deliver the following deliverables:

  1. D-1.1.1-1: Training Needs Analysis Report covering the skill gaps identified among stakeholders and the corresponding curriculum for the training to be delivered 5 days after the start of the activity;
  2. D-1.1.1-2: TORs prepared for TOT Trainer NKE Selection 7 days after the start of the activity;
  3. M-1.1.1-1: 14 trainees trained and certified on the identified skill gaps of MFIs, MSMEs, including staff from CRB and MACR (at least 2 trainings) to be delivered 30 days after the start of the activity;
  4. D-1.1.1-3: ToT training report to be delivered 2 days after the end of the trainings;
  5. D-1.1.1-4: Organization and Delivery of 2 customized study tours for average of 5 people each (totaling 10 trainees from CRB and MACR) to be delivered 60 days after the start of the activity;
  6. D-1.1.1-5: Study tour reports (2 reports, one per study tour) with lessons learned and recommendations for CRB and MACR. To be delivered at the end of the study tour;

 

The deadlines for each above deliverable may be subject to change depending on further agreements with the beneficiaries or any modification to the project work plan.

 

The assignment requires the presence of the expert in Ethiopia.

 

Reporting: The Senior Non-Key Expert will report to KE2 – E-Governance Expert

Required skills and competencies

Required skills and qualifications of the individual consultant include:

  • At least a master’s degree or equivalent diploma in a relevant field or any master’s degree and relevant work experience. At least 10 years of professional experience
  • Excellent communication and leadership skills and experience in establishing strong working relationships with a wide range of stakeholders especially governmental ones;
  • Fluency in English, including excellent speaking, presentation and written reporting abilities.

 

General professional experience

  • At least 10 years of experience in working on projects with a strong emphasis on Capacity Building, Training Strategy and Training delivery
  • Experience in working in Ethiopia
  • Experience in working with government entities and experience in developing countries, particularly in Sub Saharan Africa (SSA), will be an asset.
