Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination and violence against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women’s China Office (the Office) supports and carries out work on (i) enhancing women's economic empowerment; (ii) ending violence against women (EVAW); and (iii) innovative work to address gender issues in China. In addition to the above, UN Women also actively participates and contributes to various UN inter-agency processes and collaborates with UN organizations around specific program areas. Under the EVAW portfolio, the Office works on the strengthening of essential response service to women and girls subject to gender-based violence in social service sector and justice service sector. The Office develop DV social service training manual for service providers with experts, frontline practitioners, and Women’s Rights’ organizations in China and adapted the principles, standards, and services listed Essential Services Package for Women and Girls Subject to Violence (ESP).

The Office comes into a MoU with the Supreme People’s Court to promote the effective implementation of the People's Republic of China Anti-Domestic Violence Law; to promote international sharing on China's anti-domestic violence judicial practices; and to strengthen the victims/survivors-centred rights and interests protection in domestic violence cases. Under this MoU, the China Institute of Applied Jurisprudence is developing a series of guiding cases (the guiding cases) against a list of indicators developed by UN Women based on international human rights standards to explore and analyse the practice and identify the areas to be further strengthened of Domestic Violence (DV) cases trial in China. UN Women and the China Institute of Applied Jurisprudence will jointly hold an international conference to exchange and strengthen the judicial practice of the Anti-DV Law and draw on the international standards, such as ESP-Police and the Judicial sector.

To implement this cooperation with quality, the Office in Beijing is looking to hire a consultant. The role of the Consultant to work with UN Women China Office, and the China Institute of Applied Jurisprudence to finalize the list of indicators, to provide technical support to the development and analysis of the guiding cases and ensure quality, to develop the concept note (objectives, agenda, and participants list) of international conference, and to support the organization of the international conference.


Duties and Responsibilities

SCOPE OF WORK AND OBJECTIVE

Under the direct supervision of EVAW Programme Analyst, the Consultant will be responsible for the achievement of the following tasks and deliverables:

1. Participate in the development and finalization of the list of indicators described in background part

Review of relevant documents, including international standards and conventions, UN Women guidelines, guidance for gender-based violence survivors’ access to justice, relevant Chinese law and policies, and previous guiding cases developed by SPC.
Join the meeting with UN Women ROAP and UN Women China based on need to discuss and finalize the list of indicators
Conduct a preliminary session to the research team of the China Institute of Applied Jurisprudence

2. Provide technical inputs and review the guiding cases

Hold regular meetings with the China Institute of Applied Jurisprudence and provide technical inputs based on the inquiry of the China Institute of Applied Jurisprudence for the finalization of the guiding cases
Review the first draft and second draft of the guiding cases and provide comments
Review the English version and provide comments

3. Provide technical support to the organization of international conference

Provide comments on the concept note drafted by the China Institute of Applied Jurisprudence
Provide technical support to the preparation of the international conference
Join the international conference as panelist or presenter based on need

Required Skills and Experience

Experience and required qualifications

The consultant should demonstrate qualifications, experience, and competencies in the following areas:

Master’s degree or equivalent in law, public policy, gender studies, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree
At least 2 years of practice in DV cases trial or leading research relevant to Domestic Violence justice sector in China
Proven experience of working with Chinese justice system (by submitting piece of work by the applicant)
Previous working experience in gender equality and women's empowerment is preferred
Experience working in/with the UN system and international organizations is an asset
Proficiency in editing, professional writing, and reporting in English is preferred

Selection and evaluation criteria

Applications will be evaluated based on the cumulative analysis:

Technical qualification (100 points); weight: (70%)
 Financial proposal (100 points): weight (30%)

A two-stage procedure is utilized in evaluating the applications, with an evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Only the candidates who have attained a minimum of 70% of total points will be considered technically qualified candidates who may be contacted for validation interview.

Financial/Price Proposal evaluation:

Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
The total number of points allocated for the price component is 100.
The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
