We are looking to hire an experienced, Phnom Penh-based Team Leader with polyvalent experience for one of our EU-funded ongoing projects in Cambodia to provide Consulting services for Programming and Implementation of the MIP, TEIs and JES (2021-2027).
The Assignment does not entail provision of the Team Leader’s continuous expertise and the engagement of the services of the expert may vary in intensity and duration. The current project completion is planned by end August 2023, however it is likely to be extended.
The Team Leader shall coordinate the work and the delivery of services of a versatile team with blended expertise in agriculture / aquaculture, energy, Natural Resources Management, education, labour standards, garment and footwear, and human rights, civil society and gender. Duties of the role include planning and interacting regularly with the EU Delegation in Cambodia to ensure that the pipeline services of the contract respond to the requirements and that are delivered in a timely manner. The Team Leader shall also deliver specific services as an Advisor to the EUD in supporting the planning, design and implementation of the Joint Programming, the Multi-Annual Indicative Plans, the Team Europe Initiatives and in strengthening the Policy Dialogue with national counterparts.
Qualifications and skills
The candidate must hold a Master's degree in a field related to law, economics or social science, or in any area of the Assignment (i.e. agriculture, energy, garments, education and skills, fisheries, governance and human rights or labour).
The coordination and communication skills of the candidate must be linked to both the technical and conceptual content of the relevant sectors (i.e. Green Growth, Education and/ or Governance) and/or cross-cutting sectors. The candidate will be required to provide evidence for such experience in previous assignments in multi-sectoral approaches, involving the aforementioned sectors.
Strong inter-personal skills and excellent skills in facilitating relations are required.
General professional experience
The ideal candidate must hold more than 12 years of professional experience working in development cooperation policy with governments and/or for development partners. He/she must also be able to demonstrate capabilities in the following areas:
Specific professional experience
Proven knowledge of EU project management procedures is required, evidenced by collaboration to at least one EU-funded project or programme in a leading position, as well as experience in an ASEAN country or in Cambodia.
Language skills
Excellent writing and speaking skills in English. Strong reporting and writing abilities.
