Project: Supporting Analysis of the Transport Legislation of Türkiye in the Process of Harmonisation with the EU Acquis
DAI is working to improve the legislative and institutional capacities of Türkiye to facilitate the Acquis alignment process in the field of transport. Our work will take stock of progress made in aligning the Turkish transport legislation and identify and evaluate remaining gaps focusing on themes dealing with infrastructure, state intervention, safety and security, or social conditions. Our assistance also supports policy development via the exchange of experience and helps in creating technical networks with EU institutions to facilitate the integration of Türkiye in the Single European Transport Area.
DAI is looking to recruit Senior Non Key Expert (SNKE) on Air Traffic Management/Air Navigation Services, design of airspace structures and data quality (12)
Brief description of the assignment:
- to analyse the EU acquis in the field of transport (environmental issues) against the Turkish legislation, and prepare the tables of concordance and, including gap plugging actions to improve alignment of EU-Turkish legislation/ or summaries (overviews) that will cover the purpose and scope of the specific EU legal act, its possible effects on Turkish transport system, the structural changes that need to be realized in Türkiye, and the systems that need to be established, EU's standards etc. with a holistic and guiding approach.
- The indicative list of the EU acquis to be analyzed -
- For preparation of the Tables of concordance - Commission Implementing Regulation (EU) 2020/469 of 14 February 2020 amending Regulation (EU) No 923/2012, Regulation (EU) No 139/2014 and Regulation (EU) 2017/373 as regards requirements for air traffic management/air navigation services, design of airspace structures and data quality, runway safety and repealing Regulation (EC) No 73/2010
The expert required for the tasks and expected results outlined above shall have the following qualifications and skills:
Qualifications and skills:
- A Master’s degree in engineering and/or law. In the absence of a Master’s degree in this field, a minimum of 7 years of professional experience in the area of expertise is required,
- Excellent research and analytical skills,
- Excellent English and Turkish communication skills, both written and spoken,
- Good Level of Computer literacy,
General professional experience:
- At least 6 years of general professional experience, gained after completion of undergraduate studies
- At least 5 years of experience in implementation of the EU Acquis in the field of transport,
Specific professional experience:
- Experience in working on projects financed by the EU, or cooperation with EU institutions and/or IFIs and public authorities.
Commencement date of the project: 15 April 2023
Duration of the assignment: up to 20 work-days over 2 months (March-April)
