UNDP, as an integral part of its mission to fight poverty and improve the lives of people around the world, is committed to being open, transparent and accountable. As part of this commitment, UNDP adopted International Public Sector Accounting Standards (IPSAS) and established a Global Shared Service Center (GSSC) to provide IPSAS transactional recording (in the areas of revenue, expenses and fixed assets), procurement, advisory and support services to UNDP Offices worldwide, and to provide training to UNDP Offices where needed. Human Resources services within the GSSC was set up earlier in 2003 in Copenhagen and it provides customized service packages to more than 40,000 UN personnel from agencies, funds and programmes across the UN System. GSSC/HR in Copenhagen has established a legacy as a major Human Resources administration center within the United Nations and is recognized as a center of excellence. The Global Shared Service Center (GSSC) is part of the Bureau for Management Services (BMS).
In the area of Human Resources, the GSSC supports both staff and management in UNDP offices and units, with the full cycle of HR services ranging from recruitment, talent management, learning and development, HR policy and advisory services, benefits and entitlements management, payroll and banking transactions.
The Consultant for Recruitment Support will be reporting to the Operations Specialist (GSSC) under the overall leadership of the GSSC Director to support the recruitment exercises within GSSC for the clustered service lines. Under the guidance and direct supervision of the Operations Specialist (GSSC), the Recruitment Consultant provides support to the execution of the full range of support in the delivery of recruitment support, ensuring efficiency, quality, compliance and transparency.
Duties and Responsibilities
The Consultant will support with the recruitment of all the GSSC clustering positions for local staff and personnel. The duties and responsibilities include the following:
- Track position creation and coordinate the classification of JDs and TORs for local positions for Regional Service Centers and Copenhagen
- Coordinate the advertisement and recruitment strategy with Hiring Managers and relevant focal points.
- Conduct/Coordinate with relevant focal points the timely initial screening (longlisting) of applicants against eligibility criteria.
- Liaise with Hiring Managers and relevant focal points on screeners for shortlisting purposes and subsequently ensure finalization of longlisting and shortlisting reports.
- Organize and evaluate candidate applications; archive interview notes; administer written assessments and input information in the e-recruitment platform.
- Register and monitor recruitment activities in common recruitment tracker for measurement of progress and time to recruit.
- Monitor all recruitment activities in the E-Recruit tool.
- Support with organization of technical assessment and interviews, including facilitation and notetaking and liaison with candidates, if required.
- Support verification of academic credentials, employment history and references as applicable.
- Execute submission of all necessary documentation for CRP Review following sign off by GSSC Director.
- Conduct communication with successful candidates including COI preparation, salary negotiations, UNALL hire requests and liason and coordination with PSA FP/Local BES FP on the hire process.
- Manage communication with Hiring Manager on status on recruitments.
- Maintain knowledge management activities related to the recruitment field
- Provide data reporting to the Hiring Managers and GSSC Management
- Provide internal consultations related to recruitments as needed
- Additional tasks may be assigned on a needed basis.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
