Regional Responses to Climate Displacement through disaster risk reduction and ecosystems restoration in the Lake Tanganyika and Southern African/South-West Indian Ocean Regions (RE2CLID)
Global objective
The aim of the assignment is to provide technical assistance to design a regional programme (composed of 2 clusters, see above) for enhancing the adaptability capacities and resilience of communities affected by disaster displacement or at high risk of displacement due to adverse effects of climate change, disasters, and environmental degradation.
Specific objective(s)
The contractor will:
1. Assist with the preparation of the two contracts foreseen under the upcoming RE2CLID programme (one contract for each cluster). Specifically, a document will be produced (the template for the requested document will be shared with the successful applicant) that will propose recommendations, including but not limited to (i) intervention logic, components and main activities including targeted areas in benefitting countries, (ii) operational modalities, (iii) implementing partners and possible contracts (iv) timetable;
In order to do so, the contractor will cooperate closely with the relevant stakeholders, including the EU Delegations in the Lake Tanganyika Basin (Democratic Republic of Congo (DRC), Burundi, and United Republic of Tanzania) and the Southern Africa/South-West Indian Ocean tropical cyclone basin (Malawi, Mozambique and Indian Ocean countries, including Madagascar, Comoros, Seychelles and Mauritius).
2. Undertake the formulation of the Terms of Reference for the technical assistance that will be in charge of the monitoring of the overall RE2CLID programme. .
The formulation will include gender / environment mainstreaming elements, conflict resolution mechanisms.
Requested services, including suggested methodology
o Desk review, including identification and analysis of the most relevant documents for the purpose of the assignment including mapping of Governments, EU and donors’ main actions in the sector; understanding of main regional and national strategies and policies, review of recent studies and programmes’ evaluation in the sector, review of academic literature on the subjects. A set of basis documents will be shared before the kick-off of the assignment.
o A succinct analysis, the format of which will be proposed by the contractor in the inception report, showing the main bottlenecks and constraints in the sectors together with a succinct analysis of the corresponding main lessons learned (successes and failures).
o Field visits to selected interventions (8 countries in total: Burundi, DRC, Tanzania, Madagascar, Mauritius, Mozambique, Malawi and South Africa).
o Meetings with relevant stakeholders – bilateral and wider/workshop format (authorities and public services, Civil society organisations and NGOs, private sector, academia and research, regional organisations and centres, EU member states and other development partners).
