Description

AAM Consulting is currently looking for an expert for the ’Consultancy for the Support with the Development of Technical Requirements and Implementation of the e-Land Registry Information System’ project in Saint Lucia. The project is now at the bidding phase and we are looking for an expert interested in implementation and possessing all qualifications and skills required for the open position.

Duration: The intended start date is June 2024 and the period of implementation of the contract will be 24 months from this date.

The objective of the project is to provide the PIU, internal and external system users and other stakeholders with the following support, to ensure that the e-Land Registry Information System (to be developed by a separate contractor) will be implemented in the most efficient, cost-effective and well-coordinated manner:

(a) preparation of the technical requirements for the system,

(b) technical assistance during the procurement process,

(c) contract management for the system design and implementation,

(d) change management, and

(e) capacity building.

The main activities of the project will most likely be implemented in Saint Lucia.

Key expert 3:  Registry Business Analyst

Expected time input:

·       3 person-months – intermittent for the pre-bidding period

·       2 person-months – intermittent for procurement and contract management support

The following are the requirements that the Key Expert 3 - Registry Business Analyst must comply with:

Education

  • At least a bachelor’s degree in Information Systems, Computer Science, Engineering, business management, data management, economics or related field.
  • Preferably registered with the relevant professional body.

General professional experience

  • At least five (5) years of experience in mapping and reengineering of business process, establishment of information systems.
  • Experience applying workflow management systems in development and implementation of workflow management procedures in previous projects.
  • Knowledge of document management systems and their application in land registration procedures from at least one or more previous projects.

Specific professional experience

  • Knowledge of GIS software is an asset Specific professional experience.
  • At least five (5) years of experience in property and land registration, including cadastral project implementation
  • Experience in customization and development of land registration and implementation of appropriate solutions in different jurisdictions.
  • Familiarity with property / land registration legal frameworks as demonstrated by experience in similar jurisdictions that practice Common Law and / or Torrens.
