We are currently looking for open-minded and motivated International Livestock Subsector Strategic Planning Specialist for a Livestock Health and Value Chains Improvement Project in Cambodia.
Job description
The consultant will:
(i) Compile detailed statistics on livestock populations, livestock and livestock product prices, domestic and import/export trade, input supply and prices,and product processing and a compilation of relevant policies, strategies and plans for the sector;
(ii) Conduct a series of focus group discussions with smallholder and commercial livestock farmers, input suppliers, service providers, domestic and regional traders, meat processors and sellers, and national and provincial government staff with a view to identifying strengths, weaknesses, opportunities and threats to livestock development in Cambodia;
(iii) Develop a series of production models to determine the relative profitability of smallholder and commercial livestock production in Cambodia and aggregate these models to provide a national perspective on livestock production and market supply;
(iv) Identify policy constraints and workshop those and workshop solutions with sector representatives;
(v) On the basis of this analysis and discussion, prepare necessary policy recommendations and outline a livestock development strategy 2026 to 2030 for GDAHP consideration;
(vi) In partnership with GDAHP, conduct a national workshop to review agreed policy and strategic recommendations;
(vii) Draft a livestock sector development strategy and plan 2026 to 2030 for government review and adoption.
Qualifications and requirements
· Post graduate degree in livestock production, veterinary science or a related science and at least 10 years of experience in livestock production systems development in transitional economies.
· A sound understanding of the Cambodian livestock sector is essential. A comprehensive understanding of the ASEAN Free Trade Area (AFTA) agreement is required.
· Experience in commercial livestock farming would be preferred. The consultant should be capable of rapport with personnel at various levels, including farmers, government staff, national consultants, and international organizations.
· A strong self- motivated individual working with no or minimal supervision and able to travel to the rural areas and meet tight deadlines is required.
· The person should have excellent skills in written and spoken English and be fully conversant with computer use. It is also important that this person is sensitive to issues associated with gender, ethnicity, and poverty especially in the context of Cambodia.
