In the frame of the preparation of a tender for an Asian Development Bank funded project entitled Projecty Implementation Consultant for the Skills of the Future Economy Sector Development Program, Ginger SOFRECO is looking for a PIC Team Leader and Institutional Development Specialist to be based in Pnom Penh Cambodia. The position would be intermitten for 48 months over 60 months.
Requirements:
-post-graduate degree in education management, governance, or institutional development
-at least 15 years’ experience in TVET and education institutional management, project management, education and skills impact assessment, policy development, budgeting and finance, and in monitoring and evaluation
-at least 10 years’ experience with ADB, World Bank (WB), or other major donors or government agencies’ financed projects in the TVET and Education sector
-Experience in Cambodia or other Southeast Asian countries will be considered an asset.
Position in brief:
The Team Leader will coordinate and oversee the inputs of a consultant team. Core tasks will include:
-Support and provide overall technical guidance in project planning, implementation, monitoring, evaluation, and reporting ;
-Coordination and liaison with project stakeholders, contactors, including a regional Educational Institute ensure synergies between interventions (curricular and competency-based training modules review and development, materials development, training of trainers,
procurement, industrial liaison and TVET marketing, stipend and return-to industry scheme (RIS) etc.,) and quality delivery of their deliverables under the project
-With other consultants, provide capacity building to supported offices and individuals
-Interact with Technology Training Institutes
-Technical and knowledge transfer
-Quality Insurance and reporting
