Position: Team Leader/ Expert in Institutional Building  on EU Affairs
Project title: Technical Assistance to Support the European Affairs Section within the Egyptian Ministry of Planning, Economic Development and International Cooperation
Location: Egypt mainly, some home-based
Starting date: 14 January 2025
Project duration: 24 months (part-time input)

EQUINOCCIO is in search of a Team Leader/Institutional Building Expert to join an EU-funded project aimed at providing capacity-building and technical assistance to the European Cooperation Sector within the Ministry and support key line ministries and stakeholders to ensure the effective implementation of EU-funded programmes and projects in Egypt.

Qualifications:

• University degree (Master’s level) in Management, Business Administration, Economics, or equivalent discipline.

General professional experience:

• Minimum of 12 years of experience in institutional building within development cooperation.
• Leading technical assistance assignments related to institutional building.

Specific professional experience: 

• Minimum of 5 years of experience working with governmental executive officers.
• Proven experience in developing monitoring and evaluation systems for large international cooperation programmes.
• Experience in EU-funded projects.
• International experience outside the country of origin, especially in the European Southern Neighbourhood region, is an asset.
• Experience in conducting stakeholder consultations and analysis is an advantage.

Language Skills:

• Fluency in English (written and spoken) is required.
• Knowledge of Arabic is an advantage
