 ORGANIZATIONAL CONTEXT

The situation in Chad has been characterized by a combination of several major crises in recent years, including population movements, food insecurity and malnutrition, health emergencies and the effects of climate change. The East, Lake and South of the country are experiencing a complex humanitarian crisis. 

The Sudanese political and security crisis that began in April 2023 has had dramatic internal consequences with major repercussions in neighboring countries. The eastern region of Chad bordering Sudan is to date the most impacted by the impressive movement of populations: According to the Displacement Tracking Matrix published by IOM in mid-January 2024, “more than 610,000 people have crossed the border into Chad. IOM estimates that more than 136,735 of them are Chadian returnees and expects this number to increase to 150,000 by the end of March 2024 due to the resumption of conflict in Darfur.”

Although the responses provided by humanitarian actors, particularly to save lives and restore hope to populations on the move and, to a certain extent, to those who welcome them, are highly appreciable, these responses are not intended to support the resilience of communities, much less to address the structural problems that the country was facing well before the crisis. 

The authorities' strong interest in prioritising transitional responses without relegating peacebuilding and sustainable development actions to the background constitutes a foundation on which the new way of working must be built and a break with the silo operation of emergency interventions and those supporting efforts towards sustainable development and peacebuilding must be broken. 

UNDP supports these efforts by the government towards integrating a humanitarian, development and peace (HDP) approach throughout its strategic positioning from programme design to implementation. The HDPN approach involves providing humanitarian assistance where necessary, development support where possible, and using peace-friendly approaches to ensure durable solutions.

With a view to strengthening the resilience of State services and that of communities in the context of the crisis in the East, UNDP is recruiting a specialist in Resilience and Livelihoods for the implementation of its Stabilization, recovery and Resilience interventions. 

 
ROLES AND RESPONSIBILITIES


He/she will have to assume the following responsibilities and functions:

1)- Play a role of technical advisor to the Governor of the province on issues related to sustainable livelihoods, and rural and local development. 

  • Provide technical support to the governor, the Provincial Action Committee and other technical entities in planning and developing strategic and operational documents for development in the areas of access to sustainable livelihoods, autonomy of women and youth, rural development and local development within the province
  • Support and advise on the implementation of NEXUS HPD within the province 
  • Propose to the governor and the CPA the tools for operationalizing the provincial development plan and its action plan, particularly on aspects related to sustainable livelihoods, autonomy of women and young people, rural development and local development 
  • Serve as an interface between UNDP, SNU and the provincial governor
  • Develop summary notes to inform the governor on all activities carried out by partners within the province
  • Propose to the governor avenues/actions with a view to mobilizing humanitarian and development partners with a view to supporting transformation actions within the province 
  • Develop concept notes and any other strategic documentation necessary for guidance, decision-making, and establishing partnerships regarding development and implementation in the areas of resource mobilization and financial management of municipalities, improvement of service offerings (in quantity and quality) and local development, 
  • Provide technical support and advice to the project's partner institutions and to the UNDP, particularly in areas relating to support for Decentralized Territorial Communities (planning, taxation and local finances, local project management, coordination of development actions, etc.).
  • Identify the needs of decentralized and deconcentrated entities in a participatory manner and propose responses to these needs according to the priorities of these entities and the availability of resources proposed by the SNU and partners 
  • Identify promising niches in which UNDP will need to invest to achieve broad-based transformational results.

2)- Ensure the development of methodological and operational tools for the benefit of technical services and the governorate 

  • Ensure the daily updating of the governor of the priorities of the UNDP, the UNS, humanitarian and development actors within the province 
  • Participate in capacity building and support for state actors in the province (training, coaching, development of methodological tools, support for planning and operationalization of interventions),
  • Participate in various meetings and coordination frameworks and produce summary reports to the governor 
  • Propose to CPAs and other provincial, departmental, municipal stakeholders, etc. a capacity building plan on themes of interest and likely to bring about transformation within the province 
  • Contribute to the development of knowledge and know-how at the level of the different structures and document the lessons learned and good practices in his/her field of specialty.
  • Facilitate communication between the SNU and the governorate on the one hand and between the SNU and the technical services on the other hand 

3)- Ensure the operationalization of program activities to achieve results. 

  • Ensure the implementation of the activities planned by the project within the province and contribute to the mobilization of resources in order to support local governance, capacity building of municipal actors, improvement of the provision of services and local development:
  • Supervise and monitor the work of consultants or consulting firms recruited to support the implementation of activities within the province
  • Ensure the technical quality of the achievements and reports resulting from the implementation of activities 
  • Contribute to the development of project planning documents: Multi-year work plan, annual work plan, operational quarterly plans:
  • Contribute to the preparation of periodic activity reports.
  • Contribute to the organization and execution of field missions,
  • Participate in any project mandate meeting.
  • Support training and knowledge sharing 

The incumbent performs other tasks relevant to his functional profile and deemed necessary for the proper functioning of the Office and the Organization.


Institutional arrangement

Under the supervision of the Rural Development Specialist, Support for Sustainable Livelihoods & Stabilization, the Sustainable Livelihoods, Sustainable Development and Local Development Analyst will provide advisory services to the Governor(s) of the provinces and will work in close collaboration with the technical services of the Governorate(s) on themes related to sustainable livelihoods, and rural and local development.

REQUIRED QUALIFICATIONS
Min. Education Requirements
  • An advanced university degree (Master's degree or equivalent) in agricultural economics, statistics, economics, finance, public administration, local development or other related fields is required.

Or

  • A first level university degree (Bachelor's degree) in the above fields with 2 additional years of experience will be duly considered in lieu of the higher university degree. 
Minimum number of years of relevant professional experience 
  • At least two (2) years (with a Master's degree) or four (4) years (with a Bachelor's degree) of relevant professional experience related to institutional support, support for decentralized local authorities, local governance, and local development or other related field is required.
Required skills 
  • Experience in decentralization and local governance, 
  • Proven experience in capacity building and experience in coordinating and supporting field teams.  
  • Knowledge and experience in designing, writing, monitoring and evaluating rural development projects
