This technical assistance (TA) aims to support the evaluation of national drug observatories and conduct a feasibility study for the creation of a regional drug observatory in East Africa and the Indian Ocean region. The expert will play a key role in assessing existing monitoring systems, analyzing drug-related data, and developing strategic recommendations to enhance regional cooperation and data collection methodologies.
Contract Duration
• Initial period: 12 months
Work Modality
• Remote and on-site work in Kenya, Tanzania, Mozambique, South Africa, Madagascar, Mauritius, Seychelles, Comoros, and Réunion.
• Travel required for on-site evaluations.
Required Profile
Candidates must meet the following requirements at the maximum level:
1. Educational Background: University degree in Public Health, Epidemiology, Sociology, Criminology, Medicine, or related fields.
2. International Experience: At least 10 years of professional experience working with international organizations and multi-country projects.
3. Methodological & Statistical Expertise: At least 20 years of experience in methodological and statistical aspects relevant to drug-related issues, including drug policy, data collection methodologies, and statistical analysis for drug monitoring systems
4. Drug Observatory Experience: At least 17 years of professional experience working with national and international drug observatories
5. Language Skills: C1 level of English is required for report writing, communication with international stakeholders, and analysis of technical documentation.
