Description

SGS The Netherlands office currently has four LFA teams in Latin America, Southern Africa and Oceania and we are planning to submit a proposal to TGF for LFA Cameroon.  The Local Fund Agent works closely with the Country Team at the Global Fund Secretariat to evaluate and monitor activities before, during and after the implementation of a grant.

The position is part-time and mostly remote with the occasional field visit.

 

Requirements of the PSM Expert Health Products:

Ø  A bachelor’s degree or equivalent in pharmacy; procurement or supply chain and logistics.

Ø  Professional training in procurement and supply management (PSM) of health products, logistics and/or public health is desirable.

Ø  A minimum of 3 years of hands-on experience in procurement/supply chain management of health products in Myanmar with:

o   experience/expertise in assessing policies, systems and structures in the public and/or private health sector relevant for managing effective and efficient access to pharmaceuticals and other health products, particularly for AIDS, TB;

o   experience/expertise in the procurement of health products, including regulations and tendering process;

o   experience/expertise in supply chain/logistics management systems;

o   experience in quantification and forecasting of health product needs in public health programs;

o   a good understanding of AIDS, TB, malaria market dynamics and existing global supply challenges as well as international health products procurement and supply management practices, applicable national and international laws and recognized standards; and

o   good writing and analytical skills.

Ø  Must have national work experience.

 

Ø  Must have good written and spoken English and Frechn.

 

The PSM Expert Health Products is expected to:

ü  have the necessary expertise to review and comment on coverage of services, performance of various components of the PSM system and on access to and quality of services, review the accuracy and reasonableness of quantification of health products, efficiency of procurement processes, review and assess effectiveness of logistics system, LMIS, etc and submit relevant and practical recommendations to the Global Fund to strengthen grant implementation.

 

ü have a good understanding of Global Fund Procurement principles and Quality Assurance policies for health products as well as the ability to comprehend and distinguish national procurement regulations.
