SGS The Netherlands office currently has four LFA teams in Latin America, Southern Africa and Oceania and we are planning to submit a proposal to TGF for LFA Cameroon. The Local Fund Agent works closely with the Country Team at the Global Fund Secretariat to evaluate and monitor activities before, during and after the implementation of a grant.
The position is part-time and mostly remote with the occasional field visit.
Requirements of the PSM Laboratory Expert:
Ø Advanced University Degree in medical biology or pharmacy.
Ø A minimum of 10 years of professional experience working in laboratory services and the management of diagnostic products, including:
o experience with international agencies on strengthening laboratory services and/or diagnostic product/equipment matters;
o experience with and strong understanding of the diagnostic platforms used for the management of HIV/AIDS, TB and malaria programs in limited resource settings;
o proven expertise in working with and understanding Quality Assurance (QA) systems, the selection of laboratory diagnostics and the implementation of diagnostic programs, especially in resource limited settings;
o working knowledge of procurement and supply chain good practices for diagnostic products;
o good understanding of the WHO prequalification program and the work of the Global Harmonization Task Force (GHTF); and
o experience in preparing policy documents and technical guidelines.
Ø Must have good written and spoken English. Knowledge of French would be desirable.
The PSM Laboratory Expert is expected to have:
ü experience with working in laboratory services for TB, HIV and malaria programs and the management of diagnostic products.
ü good understanding of the diagnostic platforms used for the management of diseases programs financed by the Global Fund (e.g. HIV / Aids, TB and malaria) in limited resources settings, of quality assurance systems and of procurement and supply chain for diagnostic products.
ü sufficient expertise to carry out reviews and spot checks on different aspects of the laboratory operations and lab product management (such as quantification, procurement, cross analyses of logistics and health data) and submit relevant and practical recommendations to the Global Fund to strengthen grant implementation.
