INTRODUCTION TO GGGI

COUNTRY CONTEXT
Over the last decade, the Global Green Growth Institute (GGGI) has consolidated its role as a trusted advisor to Mexico's federal and subnational governments, actively working shoulder-to-shoulder with key counterparts to establish a strong green growth foundation in the country. In 2014, the Mexican Senate ratified the Agreement for the establishment of GGGI, which signals Mexico's commitment to green growth and its recognition of the shared value of this development paradigm in cooperation with GGGI. In 2021, the Country Agreement between GGGI and Mexico was signed between the Mexican Foreign Affairs Secretariat and GGGI; hence, formally recognizing GGGI as one the country's key partnering international intergovernmental organizations.

GGGI promotes technical advisory in sustainable landscapes (covering agriculture, sustainable forests, coastal resilience and blue economy), sustainable finance (related to green and climate investments), climate action (such as NDC planning and implementation, inclusive green growth plans, MRV system design) and green infrastructure solutions (such as sustainable mobility, circular economy, sustainable energy, green industries). Moreover, GGGI work seeks to generate synergies between thematic lines whilst enhancing cross-cutting solutions towards accelerating poverty reduction and gender equality. Finally, GGGI fosters green growth initiatives at both the federal and subnational levels, with the aim to boost jobs creation and sustainable economic engines throughout the country. In Mexico, GGGI works closely with various federal agencies (such as the Ministries of Environment, Agriculture and Finance), as well as with various subnational governments (e.g. Baja California, Chihuahua, Guanajuato, Nuevo León, among others).

In 2025, two projects funded by the Global Environment Facility (GEF) will start implementation in Mexico having the participation of GGGI. The first will be focused on the Biocultural Corridor of Central West Mexico (COBIOCOM) having as its main objective to contribute to the regeneration of ecological integrity and promotion of green recovery through integrated landscape management, multi-level governance and innovative financing. A second project focused on the three states of the Yucatan Peninsula will be aimed at conserving critical forest landscapes of the Selva Maya through strengthened governance, regenerative practices and strengthening of financial instruments.

POSITION SUMMARY
Based in Mexico City, the Gender Equality and Social Inclusion (GESI) Sr Associate will report to the ESG and Gender Officer. The position will be responsible for supporting GESI mainstreaming in the Mexico office projects among different workstreams, ensuring compliance with GGGI’s and donors’ GESI and Environmental and Social Safeguards (ESS) standards. The GESI Sr Associate will also provide support for the implementation of sustainable landscapes projects working closely with development banks aiming to further enable financial access to women, local communities, indigenous people and groups in vulnerable situations, among other stakeholders. The position will also collaborate in capacity building workshops/webinars and provide GESI ad hoc technical assistance to national and subnational counterparts; working closely with relevant Mexican public sector stakeholders and engaging with local communities and groups in vulnerable situations.

PURPOSE
The GESI Sr Associate plays a key role on the country program’s portfolio as the position is responsible for GESI mainstreaming throughout all the projects of the program, from proposal development to delivery, including implementation and capacity building. The GESI Sr Associate will foster the adoption of GESI and ESS best practices among GGGI’s Mexico Program, counterparts and work directly with local communities and groups in vulnerable situations on sustainable landscapes and climate action projects to ensure participatory processes in which their needs, opportunities, barriers and perspectives are attended.

ENGAGEMENT
Work closely with national and subnational counterparts, including national development banks, government authorities of finance, energy, environment and agriculture, and other relevant parties that GGGI supports.

Work directly with communities and groups in vulnerable situations involved in sustainable landscapes projects to ensure the implementation of GESI and ESS components and activities.

Coordinate closely with the Mexico and regional teams as needed to build complementary capabilities and stronger technical delivery to GESI and ESS mainstreaming.

Coordinate with GGGI colleagues in HQ and relevant units to support and assist in GESI and ESS related activities.

DELIVERY
Integrate GESI outcomes, outputs, activities and indicators in project proposals to monitor and evaluate the effectiveness of green growth projects and policies from a GESI perspective.

Develop and monitor GESI action plans for the projects of the Mexico office to comply with donors’ requirements.

Develop GESI policies, procedures, tools and other technical documents that support the adoption of GESI best practices among counterparts.

Ensure GESI considerations are adequately addressed throughout the development of project proposals and implementation.

Develop GESI assessments and action plans for projects/programs to be funded by national, subnational and/or international actors.

Develop GESI technical inputs for documents, knowledge and communication products.

Develop materials and deliver capacity building efforts that support GESI mainstreaming with counterparts and as part of the country program’s projects.

Support the implementation of sustainable landscapes projects with occasional work with local communities and groups in vulnerable situations.

Conceptualize, design and implement methodologies to promote meaningful participation of populations in vulnerable and disadvantaged situations throughout the projects.

Collaborate with other GGGI Mexico team members for technical consultations and inputs to support GESI mainstreaming in national and subnational workstreams.

Participate in any other relevant activities deemed necessary for the development of GGGI’s Mexico program.

Support work lines on sustainable landscapes and climate action to identify differentiated impacts based on gender, disability, and other forms of vulnerability.

Develop recommendations applying an intersectional approach to gender mainstreaming, recognizing differentiated needs and capacities, for inclusive green growth projects and policies.

REQUIREMENTS
QUALIFICATIONS
Bachelor's degree in Sociology, Anthropology, Social and Sustainable Development or other related fields.

Master's or advanced degree in Gender Studies, Social Inclusion, Human Rights, Public Policy, or a relevant field is a plus.

Preferred at least 4-5 years of relevant working experience, including engagement with the Mexican public sector.

Relevant experience working in participatory processes on environmental issues with local communities and groups in vulnerable situations.

Knowledge of GESI and ESS methodologies is required.

Experience in applying quantitative and qualitative research methods.

Experience with GESI mainstreaming practices in policy and project cycles, particularly in the context of sustainable development.

Experience working in an International Organization is desirable.

Experience leading workshops/webinars.

Excellent verbal and written fluency in English and Spanish.

WORKING CONDITIONS
The GESI Sr. Associate is an X7 grade level in GGGI’s Mexico national salary scale. The salary range for the position starts at USD 32,096 per annum, depending on qualifications, experience and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
