The Role
The Skills Strengthening Manager (SSM) will manage the delivery of qualifications and skill sets in the countries of responsibility ensuring high quality delivery and regulatory compliance whilst driving a culture of innovation and continuous improvement in skills strengthening delivery practice. The SSM will support the Academic Manager with the overall responsibility regulatory compliance, the alignment of the training delivery, learning support and student experience at Pacific Australia Skills. The SSM will seek to deliver joint training with local institutional partners and will manage training delivery, capacity building activities with partner training providers and any third-party arrangements between partner training providers, and skills partners as directed by the Country Director. The SSM will identify and support the business development activities, creating incentives and marketing opportunities for co-investment to achieve mutually agreed skills system strengthening objectives to improve sustainability of Pacific Australia Skills. The SSM reports to the Country Director Fiji and takes direction from the Manager Academic Services with regards to ASQA and VET quality and compliance.
Roles and Responsibilities
Training Delivery
1. Provide expert advice and content knowledge to lead and support training delivery staff to prepare, deliver and assess culturally sensitive flexible programs for students ensuring effective learning whilst driving efficiencies in delivery.
2. Under the guidance of the Manager Academic Services, ensure ASQA compliance and National regulatory requirements are adhered to. Manage the impact and risk to the RTO’s through:
a) the oversight and maintenance of accurate documentation through the use of approved systems to monitor and improve practice
b) the development of training and assessment plans
c) continuous monitoring of delivery and assessment
d) industry consultation and course validation processes
e) the provision of compliance documentation required by the RTO including course data and the verification of student results prior to the issuance of awards
f) active participation in internal (ASQA) and National quality assurance audits and rectification plans
3. Provide advice and recommendations on facilities, equipment and compliant training resources to meet training package requirements.
4. Provide authoritative advice to the Country Director Fiji in developing capability of staff in the training package/industry specific requirements of training delivery and administration and ensure that required work practices are achieved.
5. Provide leadership, line management and professional support to delivery staff for all matters regarding skills strengthening and compliance, including the coordination of timetables ensuring the most efficient use of resources.
The Student Experience
1. In partnership with Training Partners and the Pacific Australia Skills Country teams identify opportunities to expand reach through innovative and flexible student-centred teaching and learning strategies especially to Pacific Island Citizens who experience some disadvantage due to access or personal life circumstance.
2. Work with DFAT Bilateral Skills Projects and Skills institutions to maximise learning and qualifications pathways to and from Pacific Australia Skills.
3. Contribute to the design of bridging programs for potential students from Small Island States who meet the technical skills requirements but require additional skills in Language, Literacy and Numeracy.
4. Ensure appropriate and inclusive student support services are in place to manage the student experience.
5. Manage student discipline issues according to Student Handbook and Student Code of Conduct.
Skills Strengthening
1. Participate in developing highly effective Pacific Island networks with a wide range of industry, business and community stakeholders.
2. Drive Skills reform by investigating opportunities for partnership with Skills Institutions that could include codelivery and other capacity building activities increasing the delivery of Australian standard qualifications over time.
3. In conjunction with the Manager Academic Services, ensure the approved capacity building activities with partner training providers maintain National Skills Regulator, ASQA and RTO compliance.
4. Provide strategic advice and practical solutions to support Skills Partner Institutes to meet National Regulatory requirements and training delivery and administration requirements.
5. Lead negotiations and manage the compliance requirements of third-party arrangements, ensuring that delivery and assessment systems and processes are appropriate and maintained and provide learners with appropriate, high-quality training and support services and accurate information about their training.
Selection Criteria
Essential Experience and Knowledge
1. Certificate IV in Training and Assessment (TAE40122/16) or Diploma level, or higher teaching qualification
2. Australian Vocational qualification in an industry sector.
3. Extensive experience in an Australian Skills organisation.
4. Highly developed understanding of a range of industry training packages.
5. Demonstrated experience in managing the development and application of a full range of teaching and assessment methodologies, customisation techniques and standards.
6. Demonstrated extensive knowledge and experience of Regional and National Standards, NVR Standards and regulatory framework, ASQA requirements, third party arrangements and proven ability to manage compliance.
7. Demonstrated superior written and IT skills, and demonstrated experience in preparing high-level responses, reports and presentations.
8. Proven ability to manage others; providing leadership, direction and mentoring to facilitate capability development and support change in a culturally sensitive manner.
Personal attributes:
1. Willingness and ability to facilitate rather than direct, to provide support and systems to build staff and partners’ confidence and skills to work in an adaptive manner and to work beyond self-interest.
2. Strong commitment to reform and Pacific skills development.
3. Highly developed interpersonal communication skills with proven experience in building and sustaining productive internal and external stakeholder relationships and developing relationships of trust with partners and counterparts.
4. Demonstrated cultural awareness and sensitivity and proven ability to work with people from diverse cultural and linguistic backgrounds and diversity of age, gender and ability.
Mandatory requirements:
• Experience working on an aid-funded project, preferably Australian Government.
• Industry currency in the relevant skills strengthening sector.
• Experience working in the Pacific context.
