PROJECT BACKGROUND
Paraguay faces significant challenges in mobilizing and effectively utilizing climate finance. In partnership with MEF, GGGI is launching a new Green Climate Fund (GCF)-funded technical assistance project titled “Strengthening the National Designated Authority, Candidate Direct Access Entity, National Programming Process, and Development of Strategic Frameworks for Low-Carbon Development in Paraguay.” This initiative aims to enhance Paraguay’s capacity to access, manage, and coordinate GCF resources, track climate finance flows, integrate climate action into planning and budgeting, and catalyze private sector investment in climate mitigation.

Key objectives include:

Strengthening MEF’s capacity as Paraguay’s Nationally Designated Authority (NDA) to effectively coordinate and manage GCF funding and track climate finance flows.

Supporting AFD’s accreditation process to meet GCF’s standards and criteria.

Operationalizing Paraguay’s Green Taxonomy to provide clear definitions for green assets and investments, fostering transparency and investor confidence.

Integrating climate indicators and targets into the Paraguay National Development Plan 2050, including a strategy to drive green job creation and sustainable economic growth.

OBJECTIVES OF THE ASSIGNMENT
The National Development Plan, Monitoring and Reporting Consultant will support the Ministry of Economy and Finance (MEF) in the development and operationalization of climate and sustainability indicators for Paraguay’s National Development Plan (PND) 2050. The consultant will support the establishment and operationalization of a national monitoring and reporting (M&R) framework that includes climate and sustainability indicators aligned with Paraguay’s national and international commitments and priorities

The overall objectives of the Consultant position are to:

Conduct a comprehensive assessment of Paraguay’s existing climate and sustainability indicators, frameworks, and reporting systems across sectors, identifying gaps, overlaps, and areas for harmonization with the PND 2050.

Provide technical advise and guidance to MEF on the selection, definition, and reporting methodologies of climate and sustainability indicators to be integrated in the PND 2050.

Establish and operationalize a robust, cross-sectoral monitoring and reporting framework that defines roles and responsibilities, reporting mechanisms, and timelines, to ensure accountability and alignment with the PND 2050’s climate-focused goals.

SCOPE OF WORK
The National Development Plan, Monitoring and Reporting Consultant will report to GGGI Project Manager and to the Viceministry of Economy and Planning (VEP) of the Ministry of Economy and Finance (MEF).

  • Accompany MEF in the preliminary identification of climate and sustainability indicators for the PND 2025. 
  • Review and map existing climate and sustainability indicators currently used in national policies, strategies, and frameworks (e.g., NDC, National Communications, SDGs, National Adaptation Plan). 
  • Conduct consultations with relevant institutions (MEF, MADES, etc.) to validate findings and gather additional inputs.

Advisory Support on Indicator Design and Reporting Methodology 

  • Advising MEF on the establishment of climate and sustainability indicators and underlying reporting methodology 
  • Develop recommendations and proposal for relevant, measurable, and context-specific climate and sustainability indicators for the PND 2050. 
  • Design the reporting methodology for each climate and sustainability indicator, including data sources, responsible institutions, frequency of reporting, and quality assurance mechanisms. 
  • Facilitate validation sessions with MEF, MADES, and key stakeholders to refine the proposed indicators and methodology.

  • Advise MEF on the operationalization of climate and sustainability indicators and underlying reporting methodology 
  • Develop a monitoring and reporting framework outlining roles, responsibilities, and coordination mechanisms for data collection and reporting. 
  • Design templates and procedures for data entry, validation, reporting, and use by MEF and related institutions. 
  • Support the integration of sustainability and climate indicators into the national PND 2050 monitoring system.

Payments will be made against delivery of the products with prior approval of the Viceministry of Economy and Planning (VEP) of the Ministry of Economy and Finance (MEF), and the approval of the GGGI Project Manager.

The Consultant should strive to integrate GGGI’s and MEF’s comments within 7 days from receipt of the comments or modification requests.  

QUALIFICATIONS/EXPERIENCE/EXPERTISE
Bachelor’s degree in engineering, statistics or relevant fields.

Advanced degree in statistics, sustainability, climate science or relevant fields.

Preferably at least 7 years of professional experience designing and implementing MRV systems for climate and sustainability policies, strategies or plans

Strong understanding of Paraguay's climate change plans and objectives.

Fluency in Spanish and English is required.

ADMINISTRATIVE INFORMATION
During the first week of assignment the consultant will define the reporting arrangements of the consultancy, in consultation with the NDA and the Project Manager.

The consultant will be required to work from the premises of the MEF as instructed by the DGCID.

Date to close is Korean Standard Time (KST). Applications submitted after the deadline will not be considered Application. Cover Letter, and CV must be sent in English. A consortium, or a firm may not be engaged for the individual consultant assignment.
