GENERAL INFORMATION
Project: Development of Brazil's Forestry Institute's Climate Change Strategy and Subnational Adaptation Plans

Duty Station: Remote (with possible travel to Brazil, subject to project needs)

Contract Duration: 1st July 2025 – 31st December 2025

PROJECT BACKGROUND
In Latin America and the Caribbean (LAC), GGGI has rapidly expanded its operations. A key priority for the LAC 2025 strategy is establishing a strong presence in Brazil, building on successful engagements with national institutions. This assignment supports this goal through direct collaboration with the Brazilian Institute of Environment and Renewable Natural Resources (IBAMA) and the Ministry of Agrarian Development and Family Agriculture (MDA), to integrate climate change into public planning instruments and scale up subnational adaptation actions.

OBJECTIVES OF THE ASSIGNMENT
The Business Development Consultant will act as both Project Coordinator and Strategic Advisor, responsible for:

Coordinating technical assistance to IBAMA and MDA.
Providing substantive inputs and guidance in the development of:

IBAMA’s institutional Climate Change Strategy.

MDA’s Territorial Climate Adaptation Plans for Family Farming (CLIMAFs).

Leading the development of a fundraising concept note to expand GGGI's engagement in Brazil.

Facilitating inter-institutional coordination with primary stakeholders in Brazil.

The consultant will ensure outputs are delivered on time, within scope, and in close alignment with GGGI’s quality standards and Brazil’s institutional priorities.

3 Memoranda of Understanding (MoU)   Two MoUs signed or agreed in principle with IBAMA and MDA, setting the basis for long-term partnership with GGGI.  September 30, 2025  20%
4 Mid-term Technical Report  Consolidated progress report summarizing advances in both IBAMA’s strategy and MDA’s adaptation plans, including stakeholder feedback.  October 31, 2025  15%
5 Concept Note  A high-quality, fundable concept note for follow-up work with IBAMA and MDA, validated with Brazilian counterparts and aligned with donor priorities.  November 30, 2025  15%
6 Final Report and Closure of Procurement Process

Final narrative and technical report consolidating all deliverables and achievements, lessons learned, and a roadmap for GGGI’s continued engagement.

The consultant will ensure that all deliverables, supporting evidence and invoices from service providers have been received and processed.

EXPERTISE REQUIRED

Education:

Advanced degree in climate policy, environmental science, public policy, sustainable development, or related field.

Professional Experience:

Minimum 15 years of professional experience, with at least 10 in leading technical assistance programs in Latin America.

Proven track record of developing institutional strategies and/or climate adaptation plans at national or subnational level.

Demonstrated experience working with government institutions in Brazil, preferably with IBAMA, MDA, or equivalent.

Experience in donor engagement and resource mobilization, including the development of project concept notes or proposals.
