JOB DESCRIPTION

The Jesuit Refugee Service (JRS) is an international humanitarian Catholic organization with a mission to accompany, serve and defend the rights of refugees and forcibly displaced people. It is essentially a service-oriented organization offering direct assistance to refugees and internally displaced persons in Australia, Cambodia, Indonesia, Malaysia, Myanmar, the Philippines, Singapore, and Thailand. The style of service is direct and personal, working in situations of greatest need, seeking the long-term well-being of refugees and displaced persons, while not neglecting their immediate or urgent needs. It offers opportunities to a wide variety of staff, local and international, while maintaining a localized scheme of salary/stipend, insurance, benefits, etc.

In Asia Pacific, JRS is present in eight countries including Australia, Cambodia, Indonesia, Malaysia, Myanmar, the Philippines, Singapore, and Thailand. JRS Asia Pacific serves forcibly displaced person including asylum seekers, refugees, and internally displaced persons throughout urban and rural areas. The main areas of work include education, psychosocial services, peace and reconciliation, livelihoods, and protection issues. Since July 2023, JRS has been implementing the five-year project, “Research and Advocacy for Climate Policy and Action” (RACPA), with the overall goal of increasing climate resilience in coastal and island communities in Indonesia and Philippines. This position is established to manage the overall implementation, coordination, and reporting of progress for the project starting July 2025 onwards.

Overall Position Purpose:

The Regional Project Manager is responsible for coordinating the project implementation and reporting of RACPA in coordination with country partners as well as coordinating with Caritas Australia. This project targets specific communities in Indonesia and the Philippines in collaboration with consortium partners, Institute for Social Research, Democracy, and Social Justice (Percik Institute) and the Environmental Science for Social Change (ESSC); community members; and sub-national to global networks and partners.

Responsibilities:

Project Implementation

  • Ensure the timely and efficient implementation of research, community empowerment, and advocacy activities, and the achievement of yearly targets in collaboration with consortium partners and staff;
  • Lead the overall grant, program, and financial management of the project and develop solutions and catch-up plans as the need arises with program and finance teams;
  • Coordinate with consortium partner activities such as cross-country visits and establish platforms for learning visits, multi-stakeholder forums, research presentations, and/or awareness-raising activities, among others;
  • Coordinate preparation of proposals for research results dissemination and advocacy opportunities, such as international conferences;
  • Contribute to the sustained partnership with research and advocacy stakeholder networks and enable awareness raising and policy advocacy through these networks;
  • Provide technical inputs and ensure project compliance;
  • Ensure proper expenditure according to budget with finance teams; and,
  • Represent JRS and project implementation partners as requested by supervisor.

Project Monitoring and Reporting

  • Facilitate regular coordination meetings with JRS implementation partners for monitoring and learning;
  • Ensure various monitoring tools are in place to gather baseline, midline and endline data, and/or pre-test and post-test results;
  • Develop and finalize project planning and reporting documents as required by JRS and donor/s;
  • Ensure compliance with JRS and donor requirements on GEDSI and Safeguarding; and
  • Ensure overall quality of both program and financial plans and reports.

Qualifications and Experience:

  • University degree in Climate and Migration Studies, Environmental Studies, Development Studies, Development Communications, or relevant fields;
  • Minimum of three (3) years’ professional experience in project planning and development, implementation, and coordination with international organizations, consortium, and donors;
  • Demonstrates ability to work successfully with multicultural teams in a remote work arrangement
  • Strong knowledge and skills in partner mobilization, facilitation, project cycle management, policy dialogues, networking and advocacy, research, and monitoring and learning;
  • Strong background in climate change and displacement fields;
  • Excellent professional writing skills in the English language. Knowledge of Bahasa Indonesia or Filipino is strongly recommended.
  • Strong analytical and data and information management skills. Knowledge of software/applications related to data, mapping, and/or websites is highly recommended;
  • Strong interpersonal, communication, writing and presentation skills;
  • Ability to work successfully in a multi-cultural and multi-faith environment and able to deal with limited resources and challenges;
  • Ability to work in Thailand and the Philippines without additional work needed; and,
  • Ability to travel to vulnerable or remote locations in Indonesia and the Philippines.
