Call for Experts – Anticipated Gavi Alliance Tenders for Fiscal Agent / Assurance Provider (AP) Services
Gavi, the Vaccine Alliance, is committed to protecting people’s health by improving access to immunisation in developing countries.
It aims to increase access to the benefits of vaccination by providing grants to principal recipients and sub-recipients within partner countries’ national health systems. These recipients—governmental and/or non-governmental entities—design and implement national immunisation programmes.
2AC has a proven track record delivering this type of mandate across multiple Francophone African countries on behalf of Gavi (since 2023) and the Global Fund (for over 10 years).
In this context, 2AC is looking to identify and engage experts for future Fiscal Agent / Assurance Provider missions. Positions include:
* Team Leader
* Financial Management Expert
* Procurement Expert
* Capacity Building Expert (Financial Management)
Location: Most positions will be based in Anglophone and Lusophone African countries.
Role of the Fiscal Agent / Assurance Provider (FA/AP)
Appointed by Gavi, the FA/AP supports principal and/or sub-recipients in financial management, accounting, and procurement. The FA/AP ensures that:
* All Gavi financial management requirements are met, and funds are used in line with grant agreements;
* Effective and efficient internal controls and procedures are in place;
* Financial management capacities of grant recipients are strengthened.
Scope of Work for FA/AP
The FA/AP service provider will deliver the following services:
* Support grant recipients in ensuring sound financial management and high fund absorption rates;
* Assist in budget development, reprogramming, and monitoring of grant budgets;
* Support recipients in preparing and submitting financial reports to Gavi using dedicated financial software;
* Improve recipients’ financial management practices and internal control mechanisms to prevent fraud, misuse of funds, and ensure compliance with Gavi’s Grant Management Requirements (GMR);
* Assess procurement procedures and oversight systems;
* Build the capacity of recipient staff in financial management, accounting, and internal control;
* Monitor budget consumption and advances, and produce summary reports using 2AC’s dedicated web application;
* Perform ex-ante verification of fund commitment and payment requests to ensure compliance;
* Review transactions and ensure they are properly justified;
* Support external audit preparation and the implementation of audit recommendations;
* Maintain regular communication with Gavi Alliance.
Required Experience, Qualifications & Skills
* Master’s degree in Business Administration, Accounting, Economics, Finance, Law, Logistics, Public Health, or a related field;
* Accounting certification and/or professional qualification in financial management or anti-fraud;
* Minimum of 5 years’ experience (10+ years for Team Leader) in financial management, audit, procurement/logistics, public health programmes, or M&E;
* Prior work experience with international donors in the health sector—especially as Fiscal Agent or Oversight Agent for Gavi grants—is an asset;
* Proven experience in capacity building;
* Knowledge and experience in grant management, contract management, and procurement;
* Programmatic experience in grant management;
* Experience with Tom2Pro or other financial management/ERP software is an advantage;
* Experience setting up financial management structures and recruiting staff;
* Demonstrated leadership, communication, and training skills;
* Strong intercultural competence;
* Previous work experience in Africa;
* Excellent written and spoken English.
Assignment Duration
12 to 24 months (depending on the country), starting from Q1 2026 (tentative).

2AC has been awarded Fiscal Agent / Fiduciary Agent contracts by Gavi in multiple African countries and plans to expand its activities.
2AC has developed specific methodologies and tools for its services, including a dedicated FA Procedures Manual and a web-based grant monitoring and financial reporting application, enabling real-time data and report generation.
Regular seminars are organised for 2AC’s FA staff to ensure knowledge-sharing, experience exchange, and the onboarding of new tools. The 2AC headquarters also provides extensive off-site and on-site support.
