Position Summary:
The MEL Coordinator will lead the implementation of all MEL activities for the EmpowerHER project. S/he reports to the Program Manager and works closely with the Research, Reporting and Evaluation Director based in Canada. This role is key to ensuring high-quality data collection, analysis, and use for adaptive management. The MEL Coordinator ensures full compliance with Global Affairs Canada (GAC) reporting standards.

Key Responsibilities:

  • Coordinate all MEL activities and supervise MEL Officers.
  • Work with the Research, Reporting and Evaluation Director (Canada) to align tools, indicators, and reporting with GAC requirements.
  • Train and support staff and data collectors to ensure accurate and ethical data collection.
  • Oversee field surveys, pre/post-tests, and data verification processes to ensure quality.
  • Analyze and summarize data for quarterly reviews, learning workshops, and reports.
  • Support reflection and learning processes to improve programming.
  • Ensure data is disaggregated and aligned with RBM, GBA+, and national systems (HMIS/CHIS).
  • Liaise with DHMTs and other district stakeholders for data sharing and joint monitoring.

Qualifications:

  • Bachelor’s degree in Social Sciences, Statistics or related field (Master’s preferred).
  • At least 5 years of MEL experience in international development or health projects.
  • Strong, demonstrated experience in Results-Based Management (RBM), including indicator tracking, data analysis, and reporting against expected outcomes in the PMF and logic model.
  • Familiarity with GAC-funded projects and gender-sensitive MEL practices (GBA+).
  • Proficiency in KoboToolbox, Excel, and basic statistical software (SPSS/Stata).
  • Experience managing surveys and field teams, with a strong focus on data quality.
  • Strong communication, training, and team coordination skills.
  • Fluency in English; Krio is an asset.
  • Experience in Public health, SRHR, child marriage, or gender equality is an asset.
