Background
Access to justice in Yemen remains elusive in all dimensions: people, problems, and processes. Justice deficits are affecting people of “Leaving No One Behind (LNOB)” backgrounds most: women, juveniles, Internally Displaced Persons (IDPs), Persons with Disabilities (PwDs), and Muhamasheen. Housing, Land, Property (HLP) problems are most salient. Intersectional vulnerability manifests in various forms: forced evictions of impoverished or displaced people, property disputes biased against women-headed households, and criminalization of rent arrears that accompany detention of civil debtors. Justice processes for vulnerable people are near non-existent, as formal justice institutions, which were already elite-centric, have deteriorated further. People are resorting to informal, community-based justice for self-help, which is more accessible and affordable. Such legal pluralism, however, is subject to patriarchal and gerontocratic dynamics, posing challenges to gender and inclusive justice. Women are often incriminated as a scapegoat for men. Women detainees epitomize the ills of a weak and discriminatory justice system, which neglects special protection and rehabilitation needs. In response, the project aims at three Outputs, focusing on “justice seekers” more than providers: 1) civil and property justice promoted, 2) gender and inclusive justice enhanced, and 3) comprehensive detainee protection expanded. Building upon hybrid justice platforms fostered during the previous phase through a “justice echosystems” approach, the project will work towards more inclusive access to justice at three levels of services, supervision, and systems for “basic justice care.”

Activity 3.1. Case management of pre-/post-trial detainees and ex-detainees through multi-sectoral service platforms (justice, health, education, livelihoods, etc.). |

Activity 3.3. Strengthening the enabling environment for comprehensive detainee protection at the sub-national level. |
Against this backdrop, UNDP is recruiting a National Area Coordinator with the following responsibilities.

Provide contextual updates at the national and sub-national levels for adaptive management.
Build national and sub-national partnerships for inclusive project governance.
Offer technical advice on access to gender justice as per the Yemeni context and project Outputs.
Conduct results-based monitoring on project progress and reporting on knowledge/evidence base.
Mainstream gender in all aspects of project implementation.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
The National Area Coordinator will report to the Project Manager, Access to Justice and Rule of Law. S/he will be an integral part of the UNDP Project Team for Access to Justice and Rule of Law and will be performing in collaboration with and complementarity to other national team members.
